а) осуществлять организацию бухгалтерского учета на основе установленных правил его ведения обязана обеспечить: - рациональную организацию учета и отчетности в организации и подразделениях на основе максимальной централизации и механизации учетно-вычислительных работ, прогрессивных форм и методов бухгалтерского учета и контроля; - руководство разработкой и осуществление мероприятий, направленных на соблюдение государственной и финансовой дисциплины; - организацию учета поступающих денежных средств, товарно-материальных ценностей и основных средств, своевременное отражение на счетах бухгалтерского учета операций, связанных с их движением; - правильное начисление и своевременное перечисление платежей в государственный бюджет, взносов, средств на финансирование капитальных вложений, погашение в установленные сроки задолженностей банкам по ссудам, отчисление средств в фонды экономического стимулирования и другие фонды и резервы; - меры по предупреждению недостач, незаконного расходования денежных средств и товарно-материальных ценностей, нарушений финансового и хозяйственного законодательства; - работу по обеспечению строгого соблюдения штатной, финансовой и кассовой дисциплины, законности списания с бухгалтерских балансов недостач, дебиторской задолженности и других потерь; - составление достоверной бухгалтерской отчетности на основе первичных документов и бухгалтерских записей, представление ее в установленные сроки соответствующим органам; - сохранность бухгалтерских документов, оформление и передачу их в установленном порядке в архив; - руководство работниками бухгалтерии учреждения. б) контролировать: - правильность расходования фонда заработной платы, установление окладов, строгое соблюдение штатной, финансовой и кассовой дисциплины; - соблюдение установленных правил инвентаризаций денежных средств, товарно-материальных ценностей, основных фондов, расчетов и платежных обязательств; - взыскание в установленные сроки дебиторской и погашение кредиторской задолженности, соблюдение платежной дисциплины; - законность списания с бухгалтерских балансов недостач, дебиторской задолженности и других потерь.
