This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Business Development Manager - Public Sector based in Canada.

This role focuses on driving new business growth across the public sector market in a fast-paced, technology-driven environment. You will identify strategic opportunities, build a strong sales pipeline, and develop partnerships that support long-term growth. The position combines business development, market intelligence, contract strategy, and relationship management. You will act as a subject matter expert, helping sales channels, partners, and resellers navigate public sector opportunities. Working closely with cross-functional teams and leadership, you will influence strategic pursuits and shape market expansion plans. Success requires an entrepreneurial mindset, strong commercial judgment, and the ability to adapt to evolving technology and customer needs. The role also offers significant external visibility through industry events, conferences, and thought leadership activities.

Accountabilities:

  • Prospect, research, qualify, and pursue new business opportunities across assigned public sector segments and markets, building a sustainable pipeline of high-value opportunities.
  • Develop and execute strategic business plans, sales targets, budgets, and growth objectives aligned with market priorities and long-term business goals.
  • Lead the end-to-end process of building, qualifying, and establishing cooperative contracts that enable sales channels to pursue public sector opportunities effectively.
  • Partner with business segment teams and leadership to prioritize and close key client pursuits, while contributing market expertise, competitive insights, and strategic recommendations.
  • Identify and develop new partners, resellers, and channel relationships that address market needs, expand reach, and strengthen the overall go-to-market strategy.
  • Conduct ongoing market and competitive research to identify trends, emerging players, customer needs, and differentiators that can strengthen positioning within the public sector.
  • Collaborate with internal teams on RFX and proposal processes, ensuring opportunities are supported with relevant market knowledge, commercial insights, and well-coordinated execution.
  • Serve as a subject matter expert for partner account managers and resellers, providing guidance, education, and market knowledge to help them pursue and develop opportunities.
  • Represent the organization at trade shows, conferences, and industry events to build relationships, strengthen market presence, establish thought leadership, and uncover new business opportunities.
  • Maintain accurate business development activity and pipeline information within relevant systems while supporting short- and long-term strategic initiatives.
  • 5–8 years of experience in sales, business development, customer development, account management, or a related commercial role, with a demonstrated track record of developing new business and accounts.
  • Experience working with public sector markets or comparable complex business environments is highly valuable, while experience in the telematics or connected transportation industry is considered an asset.
  • Strong understanding of both technical and business requirements, with the ability to translate customer needs into practical and commercially viable solutions.
  • Proven ability to anticipate customer needs, identify opportunities, develop trusted relationships, and build effective partnerships across multiple stakeholders.
  • Excellent negotiation, diplomacy, conflict resolution, communication, and relationship management skills, with confidence engaging customers, partners, resellers, and senior internal stakeholders.
  • Strong project management capabilities, including the ability to identify requirements, develop effective solutions, coordinate stakeholders, and drive initiatives through completion.
  • Analytical and problem-solving skills with strong commercial judgment and the ability to make well-informed decisions in dynamic market environments.
  • Entrepreneurial mindset, adaptability, and a willingness to stay current with evolving technologies, competitive landscapes, industry trends, and customer expectations.
  • Strong technical proficiency with business productivity tools such as Google Sheets, Docs, and Slides, as well as CRM platforms such as Salesforce.
  • Ability to travel internationally up to 50%, including having a valid passport and the flexibility to attend customer meetings, trade shows, conferences, and other business events.
  • On-target earnings ranging from $160,000 to $210,000 CAD, including base salary and commission/incentive compensation.
