This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a MAHRS Business System Analyst based in the United States.
This remote role supports federal HR operations within the Department of the Navy’s Manpower & Reserve Affairs organization. You will analyze business processes, translate operational needs into clear requirements, and identify opportunities to improve workflows. The position combines business analysis, HR data, reporting, dashboard development, and SharePoint administration. You will create data-driven products that help program managers and leadership monitor performance and make informed decisions. The role also supports EEO systems, reporting requirements, testing activities, and enterprise HR initiatives. You’ll work across multiple stakeholders in a mission-focused environment where accuracy, communication, and analytical thinking are essential. Accountabilities
- Support day-to-day HR functions across multiple departments within the Manpower & Reserve Affairs organization, including EMPO and OFR.
- Maintain and enhance designated Microsoft SharePoint sites, ensuring content is accurate, current, organized, and aligned with program requirements.
- Analyze existing and proposed business processes, workflows, and operating procedures, recommending improvements, restructuring, and more efficient approaches.
- Develop system and functional requirements documentation, business requirements, workflow specifications, solution recommendations, and implementation strategies.
- Maintain and organize HR, EEO, manpower, and related policies, guidance, standard operating procedures, and supporting documentation.
- Develop test scenarios and documentation for system enhancements, defect fixes, upgrades, and new implementations.
- Create and maintain HR reports, dashboards, scorecards, metrics, and visualizations using tools such as Cognos BI, Qlik, Databricks, and DON/Jupiter analytics platforms.
- Produce ad hoc analyses, presentations, briefing charts, and recurring weekly, monthly, and quarterly reports covering HR performance, hiring, timeliness, and other operational metrics.
- Support leadership reporting by preparing data explanations, calculations, data sources, and briefing materials for program managers and senior stakeholders.
- Provide technical and functional support for EEO systems and help develop processes for Applicant Flow Data, Occupational Civilian Labor Force benchmarking, and Barrier Analysis datasets.
- Support OPM and DoD reporting requirements through data extraction, transformation, analysis, and presentation.
- Provide logistical and operational support for assigned HR and EEO events while maintaining a strong customer-service orientation.
- Five or more years of experience designing, developing, and maintaining reports, dashboards, and metrics using Cognos BI, DON/Jupiter tools, or comparable analytics platforms.
- At least three years of experience working with federal HR data for reporting, analysis, and performance measurement.
- At least two years of Microsoft SharePoint content management experience.
- Demonstrated experience in business process analysis, requirements gathering and documentation, workflow design, and solution development.
- Strong analytical capabilities, with the ability to interpret HR and EEO performance metrics and translate findings into actionable recommendations.
- Experience developing test plans, business cases, functional documentation, and quality assurance materials.
- Proficiency creating dashboards, scorecards, visualizations, and analytics products for program managers and senior leadership.
- Strong written, verbal, communication, and presentation skills, with the ability to explain complex information clearly to diverse stakeholders.
- Ability to collaborate effectively with customers and colleagues while maintaining a high standard of service.
- Adaptability and a positive approach to changing requirements, processes, and organizational priorities.
- U.S. citizenship is required.
- A completed NACI or ANACI background investigation is required, with the position contingent upon favorable security review before the start date.
- The role is fully remote and requires no travel.
- Competitive annual salary range of $93,662–$115,000, with final compensation based on experience, location, qualifications, and contractual considerations.
