The posting

KALCON is seeking an experienced Environmental Health & Safety (EH&S) Manager to serve as an Owner’s Representative supporting a client’s hyperscale data center construction and operational activities in Phoenix, Arizona. This position will provide owner-side EH&S oversight through field observations, program reviews, reporting, coordination, and escalation of identified deficiencies, while monitoring contractor implementation of applicable regulatory, contractual, and client EH&S requirements.

KALCON provides advisory, monitoring, and coordination services as the Owner’s Representative. Contractors remain responsible for their construction means, methods, sequencing, supervision, safety programs, and protection of their personnel. This role does not replace contractor safety personnel or designated competent or qualified persons. KALCON remains responsible for its own personnel and applicable legal obligations.

Minimum Qualifications:

  • Bachelor’s degree in Occupational Safety, Construction Management, or a related EH&S discipline; equivalent combinations of education and relevant experience may be considered.
  • Minimum of 5 years of construction safety experience, including substantial experience supporting industrial, mission-critical, manufacturing, energy, or data center construction projects.
  • Hands-on experience working with general contractors and subcontractors in an owner-side monitoring, coordination, or safety oversight capacity.
  • Working knowledge of OSHA Construction standards, including 29 CFR 1926.
  • Familiarity with OSHA General Industry standards under 29 CFR 1910.
  • Experience conducting field safety observations, inspections, audits, risk assessments, and incident reviews.
  • Experience supporting root cause analysis and monitoring corrective actions through closure.
  • OSHA 30-Hour Construction course completion card.
  • Strong communication and interpersonal skills with the ability to influence safe work practices across multiple organizations and levels of the workforce.
  • Ability to manage competing priorities and remain organized in a fast-paced construction environment.
  • Proficiency with Microsoft Office Suite and EH&S management software platforms.
  • Valid driver’s license and ability to travel between project sites and operational facilities as required.

Preferred Qualifications:

  • 7+ years of construction safety experience, including substantial industrial, mission-critical, or data center experience.
  • CHST (Construction Health and Safety Technician) certification.
  • Completion of OSHA 510.
  • Current OSHA 500 trainer authorization, where applicable.
  • ASP (Associate Safety Professional) or CSP (Certified Safety Professional) certification, or progress toward certification.
  • Previous experience supporting hyperscale or mission-critical data center construction projects.
  • Experience supporting EH&S programs within active or operational mission-critical facilities.
  • Experience supporting projects through construction, commissioning, turnover, and transition into ongoing operations.

Duties and Responsibilities:

Construction Safety Oversight

  • Serve as the Owner’s EH&S Representative supporting active hyperscale data center construction, commissioning, and eventual operational activities.
  • Provide visible, hands-on owner-side EH&S oversight while partnering with construction management teams, general contractors, subcontractors, operations personnel, and client EH&S leadership.
  • Conduct routine site observations, inspections, and audits to assess observed conditions, document apparent deficiencies, and monitor corrective-action closure against applicable regulatory, contractual, site-specific, and client requirements.
  • Monitor general contractor and subcontractor EH&S performance, including safety metrics, leading indicators, trends, identified deficiencies, and corrective-action status.
  • Provide independent owner-side observation of high-risk construction activities, including demolition, decommissioning and deconstruction, excavation and trenching, crane and rigging operations, steel erection, site commissioning, energized electrical work, lockout/tagout, arc flash hazards, work at heights, confined space entry, hot work, chemical management, and environmental activities.
  • Participate in pre-task planning and review Job Hazard Analyses (JHAs) and Activity Hazard Analyses (AHAs) from the owner’s perspective. Contractors remain responsible for preparing, approving, communicating, and implementing their task plans and associated safety controls.
  • Exercise delegated stop-work authority for observed imminent danger or significant safety deficiencies in accordance with the established site protocol. Immediately notify responsible contractor and owner leadership, document the concern, and track corrective actions. Restart authorization shall follow the established site approval process.
  • Support contractor-led investigations involving incidents, near misses, injuries, and property damage, and coordinate owner-side reviews when requested. Incidents involving KALCON personnel will be addressed in accordance with KALCON’s applicable responsibilities and procedures.
  • Review contractor safety programs and qualifications against contractual and client EH&S requirements and communicate identified gaps or concerns to responsible parties.
  • Monitor implementation of applicable construction environmental requirements, including stormwater and erosion controls, SWPPP requirements, spill prevention, waste management, and chemical management. Permit ownership, regulatory filings, certifications, and designated environmental responsibilities shall remain with the specifically assigned responsible party.
  • Maintain detailed field observation and inspection documentation and prepare regular EH&S performance reports for project and client leadership.
  • Participate in owner, contractor, and subcontractor safety meetings to support accountability, hazard awareness, corrective-action follow-up, and continuous improvement.
  • Monitor contractor heat-stress prevention measures appropriate to the Phoenix environment, including hydration, acclimatization practices, work/rest planning, and emergency response arrangements.

Operational EH&S Support

  • Provide periodic EH&S support to operational data center facilities as required, with responsibilities increasing as active construction and expansion activities progress toward completion.
  • Support implementation and maintenance of operational facility EH&S programs, procedures, and compliance initiatives associated with OSHA General Industry, environmental, fire safety, and client requirements.
  • Conduct facility safety observations, audits, risk assessments, and Management of Change (MOC) reviews when requested.
  • Support electrical safety programs addressing applicable OSHA requirements, NFPA 70 (NEC), NFPA 70E, lockout/tagout, and arc flash safety requirements.
  • Assist in identifying data-center-specific hazards associated with battery and UPS systems, generators, fuel storage, refrigerants, electrical infrastructure, and fire suppression systems; recommend appropriate controls and monitor implementation by the responsible parties.
  • Provide owner-side monitoring of contractor safety performance for construction, maintenance, and other contracted work performed within operational data center facilities.
  • Support contractor-led incident investigations and root cause analyses and monitor assigned corrective actions through closure.
  • Participate in emergency preparedness drills, emergency response planning, and site-level preparedness initiatives.
  • Support monitoring of environmental compliance activities, including waste management, spill prevention, SPCC requirements, and environmental inspections. Regulatory filings, certifications, and other designated environmental responsibilities shall remain with the specifically assigned responsible party.
  • Deliver agreed owner orientations, safety awareness communications, and client-specific EH&S initiatives for site personnel and contractors. Individual employers remain responsible for required task-specific training, qualifications, and competency of their personnel.
  • Track and report EH&S performance metrics while partnering with construction and operations leadership to identify trends, communicate observed risks, and recommend opportunities for improvement.
  • Support the transition of EH&S activities from active construction into ongoing facility operations as projects and building expansions are completed.
  • Provide periodic EH&S support to other operational data center facilities across the United States based on business and project needs.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
