Koniag IT Systems Inc, a Koniag Government Services company, is seeking an experienced Senior Program Director to lead a large-scale, mission-critical enterprise communications and IT services program supporting Department of War installations in the Colorado Springs, CO area. This is for a future new business opportunity. This role is responsible for executing a zero-fail phase-in of legacy contract requirements, standing up unified service delivery across multiple installations, and driving cybersecurity, quality, and operational excellence across a workforce of approximately 400 technical personnel. The ideal candidate is a seasoned program leader with deep experience in DoW, AirForce and Space Force IT/communications operations, fixed-price contract management, and complex workforce transitions, who can operate confidently at the executive level with Government stakeholders up to GO/SES equivalent. An active Top Secret clearance with SCI eligibility is required. This position is on-site in Colorado Springs, CO, with routine travel among Peterson SFB, Schriever SFB, Cheyenne Mountain SFS, and associated GSUs, and requires availability for on-call support outside normal duty hours. The Senior Program Director will serve as the single point of accountability for planning, executing, and sustaining a large, multi-site enterprise communications and IT services program in a mission-critical, no-fail environment. This individual will lead the full lifecycle of program execution — from phase-in and workforce transition through steady-state service delivery, compliance, and continuous improvement. Principal responsibilities will include but are not limited to: Enterprise & Workforce Transition (Zero-Failure)
Own and execute the phase-in plan across 60–90 day transition windows for each legacy requirement, sequencing acceptance of O&M responsibility so no work center experiences a service gap. Lead recruiting, hiring, clearance processing, badging, base/restricted-area access, and onboarding of approximately 400 technical personnel under tight, overlapping timelines; manage incumbent capture and right-of-first-refusal considerations alongside external hiring pipelines. Drive clearance velocity as a schedule-critical path item (Secret through TS/SCI, NC2 packets, SCI nomination letters, Entry Access Letters) in partnership with corporate FSO, the SSO, and program security staff. Own structured incumbent knowledge capture for legacy and end-of-life mission systems, historical architectures, and cable plant documentation; convert tacit knowledge into transferable procedures before legacy contracts expire. Forge a unified operational culture across the incoming contractor workforce, enduring government civilian communications specialists, mission partners, and Base Infrastructure Modernization (BIM) interfaces.
Unified Service Delivery & Operations
Stand up and govern a consolidated, standardized, scalable Communications Focal Point / service desk capable of absorbing enterprise ticket volumes and differentiating support across N/NC, Mission, and AFNET networks. Establish major-incident management capability for events such as mass network isolation, including surge staffing models, automated remediation alternatives to manual software reinstallation, and clear prioritization rules. Institute a synchronized reporting framework across Technical Control Facilities (TCFs) and work centers that gives Government leadership a real-time common operating picture during critical outages. Maintain accountability for 24x7x365 coverage, mission-essential and exercise support, VIP/executive communications, and life-safety systems including Giant Voice and external emergency notification interfaces.
Cybersecurity, Compliance & Quality
Own a scalable, integrated cybersecurity framework covering EMSEC/TEMPEST documentation verification, RMF packages and ATO timelines, continuous configuration monitoring, vulnerability management, privileged access management, and COMSEC. Ensure proactive compliance with AFCYBER TASKORDs, DoD 8140 workforce qualification, CMMC requirements, and applicable AFIs/DAFMANs; eliminate EMSEC and configuration backlogs that delay secure system deployment. Own the Quality Control Plan and Quality Assurance Surveillance Plan (QASP) interface, performance metrics and SLAs, CDRL deliverables (including the Program Management Plan), contractor manpower reporting, and Quarterly Program Management Reviews. Build an internal, repeatable training and certification program that sustains workforce readiness and breaks the entry-level "revolving door" turnover pattern in call center, help desk, and client systems roles.
Legacy & Mission Systems Sustainment
Ensure sustainment, troubleshooting, and configuration management for specialized and legacy mission systems and dependent analog endpoints (fire alarms, gate intercoms, public address, DRSN, PNVC, LMR, FAB-T support), including obsolescence and parts-availability risk mitigation. Manage touch maintenance, logistics, IT asset management, Equipment Control Officer/property custodian functions, software license management, and technology refresh planning across all three installations. Oversee confined space, PDS walks, PMI, MEP, and cable installation/maintenance activities with full safety and OSHA/AFOSH compliance.
Governance, Innovation & Business Performance
Enforce configuration management protocols, contractual boundaries, and government oversight; prevent unauthorized network alterations and unilateral decision-making by mission partners or subcontractors. Provide immediate (within 15 minutes) notification to the GPM of any issue affecting performance, and disciplined scope control for work the company considers outside contract scope. Deliver fixed-price financial performance: staffing models, indirect and subcontract management, CLIN execution, travel and local purchase controls, and margin protection under a firm-fixed-price structure. Lead teaming and subcontractor integration under an 8(a) prime arrangement, including partner performance, workshare, and flow-down compliance. Champion continuous improvement and innovation — automation, intelligent service management tooling, and data-driven service delivery — moving the enterprise from reactive sustainment to proactive, resilient operations.
Education and Experience: Required:
Bachelor's degree in engineering, computer science, information systems, business, or a related field. Minimum 15 years of progressive program/project management experience on DoW IT, communications, or base operating support contracts, including at least 10 years as PM or Deputy PM of record. Demonstrated experience managing a services program of at least $25M annual value and 150+ personnel; experience at 400+ personnel scale strongly preferred. Proven record leading a contract phase-in/phase-out or consolidation transition on a mission-critical, no-fail environment with no loss of service.
Preferred:
Master's degree in engineering, information systems, or business administration.
Required Skills and Competencies:
Active Top Secret clearance with SCI eligibility; ability to obtain and maintain TS/SCI and required program accesses (NC2-ESI, COMSEC, RD/CNWDI as applicable). PMP certification (or DAWIA Program Management Level III / equivalent). DoD 8140/8570 IAM Level II certification (CISSP, CISM, CASP+ or equivalent) held or obtainable within 90 days of hire. Working command of enterprise IT service delivery: NIPRNet/SIPRNet operations, AFNET, network infrastructure and NOC operations, client systems support, service desk/ITSM, RMF and cybersecurity compliance, COMSEC, and voice/VoIP and cable plant infrastructure. Demonstrated fixed-price contract P&L management, EVM or equivalent cost/schedule control, and CDRL/QASP performance reporting. Executive-level communication skills with Government stakeholders up to GO/SES equivalent; ability to brief outage status and program performance under pressure. Ability to work on-site in Colorado Springs, CO, travel routinely among Peterson SFB, Schriever SFB, Cheyenne Mountain SFS, and GSUs, and respond on-call outside normal duty hours; must be able to meet confined-space physical access requirements or manage those functions through qualified leads. Desired Skills and Competencies:
Direct experience supporting 21 CS, NORAD/USNORTHCOM, USSPACECOM, Space Systems Command, or Cheyenne Mountain Complex missions. Experience as PM on one or more of the legacy efforts (BOS-IT, NISSC/CMSFS communications, WICS/WICS II, PEDS) or comparable Space Force base communications consolidation. Experience delivering under a Commercial Solutions Opening (CSO) / DFARS 212.70 award and supporting multi-phase CSO submissions (white paper, pitch, technical proposal, PWS development). ITIL v4, Lean Six Sigma, or ISO 9001/20000 process leadership; CMMC readiness experience. Experience with 8(a)/ANC or small business prime teaming structures and subcontract management.
