Koniag Services, Inc, a Koniag Government Services company, is seeking a Program Manager with a TS/SCI security clearance to support KSI and our government customer in Linthicum, MD. This is a contingent hire role supporting proposal capture and contract start-up for a multi-directorate DC3 operations-support effort across ER, XE, Security, HR, JA, and enterprise program management functions. The position will help lead the integrated program rhythm, transition readiness, staffing continuity, deliverable discipline, risk management, and customer communication required to reach full performance within the planned transition period. The EO Program Manager will support the DC3 S&F program management office and coordinate daily execution across task leads, corporate functions, and customer stakeholders. Principal responsibilities will include but are not limited to:

Manage program execution across assigned DC3 S&F task areas, including schedule, staffing, risk, deliverables, quality, and customer reporting. Support transition-in planning, knowledge transfer, cleared onboarding, access readiness, repository setup, and continuity of monthly reporting. Coordinate task leads supporting requirements management, finance, inventory, communications, policy, and security functions. Maintain the program management plan, risk plan, monthly status reporting inputs, action trackers, and meeting materials required for disciplined execution. Monitor staffing stability, vacancy risk, turnover thresholds, and backfill actions with recruiting, security, and subcontractor leadership. Prepare concise decision materials for KGS leadership and customer-facing program reviews. Maintain clear status, action, risk, and deliverable records that support the DC3 S&F program management cadence and COR visibility. Coordinate with the Program Manager, directorate stakeholders, security staff, and recruiting/backfill teams to protect continuity during transition, leave, and vacancy events.

  Education and Experience: Required:

Bachelor's degree in business, management, public administration, information systems, cybersecurity, operations, or a related discipline, or equivalent operational leadership experience. 10+ years of progressively responsible federal program, operations, or mission-support experience. Experience managing multi-function teams, task leads, deliverables, risks, and customer communication in a federal contract environment. Experience supporting cleared government work requiring disciplined staffing, access, reporting, and quality controls.

  Desired:

PMP, DAWIA/FAC, Lean Six Sigma, or comparable program or operations certification. Experience supporting DoD, Air Force, cyber, law enforcement, or defense mission support programs. Experience managing transition-in, incumbent knowledge transfer, or rapid contract start-up for professional-services programs.

  Required Skills and Competencies:

Strong program management discipline with the ability to translate contract requirements into daily operating rhythm and accountable task ownership. Ability to communicate clearly with Government stakeholders, corporate leadership, subcontractor partners, and cleared personnel. Practical understanding of staffing continuity, clearance dependencies, task tracking, quality assurance, and corrective action management. Ability to produce concise status reports, action trackers, risk registers, meeting materials, and implementation plans. Sound judgment when managing sensitive program, personnel, security, and customer information. Ability to operate at a Government site with situational telework only when authorized.

  Clearance Requirement:

TS/SCI security clearance

  Desired Skills and Competencies:

Familiarity with OASIS+ task order execution, professional-services labor management, and best-value proposal commitments. Knowledge of DC3 or comparable cyber, security, investigative, or defense mission-support environments. Experience coordinating partner workshare while maintaining prime-contractor accountability. Comfort using dashboards, integrated master schedules, repositories, and collaboration tools to manage program execution.
