Here at Lancashire County Council, we are helping to make Lancashire the best place to live, work, visit and prosper. Lancashire is a vibrant and striking place and Lancashire County Council exists to serve everyone who lives or works in Lancashire. As the fourth largest local authority in the country and the largest in the North, we serve over 1.2 million residents.

The Highways Asset Management Service is responsible for ensuring that Lancashire County Council meets its statutory duty as a highway's authority through strategic management of approx. over 7,500 kilometres of vehicular highway network, containing 176,000 streetlights, 23,600 illuminated signs/bollards, 2000 bridges and other structures, together with many other highway assets.

We are seeking a dynamic and organised Asset Technical Officer, who will support the Asset Management Performance and Information team and contribute to our organisation's success. This role is critical in supporting the Asset Information Manager and wider council employees, and in ensuring that the authority maintains a robust, accurate and comprehensive Energy portfolio, whose data can be utilised in operational, financial and strategic decision-making.

This is an exciting opportunity to join us in Lancashire, as we continue to develop and deliver our diverse asset management programme and move forward with exciting and innovative initiatives. The work contributes towards the wider Highways Asset Management service, and underpins other work completed throughout the Highways business area.

The Role & Responsibilities

Reporting to the Asset Information Manager, the successful candidate will:

  • Maintain and improve the quality, accuracy, and integrity of street lighting asset data within the Highways Asset Management System.
  • Support the creation and maintenance of asset records, ensuring that new assets and associated information are captured consistently and in accordance with agreed standards and processes.
  • Develop and implement effective data management processes that promote consistency, efficiency, and high-quality asset information across the service.
  • Manage and support statutory reporting requirements relating to street lighting energy consumption and associated datasets.
  • Contribute to ongoing data quality improvement initiatives, helping to reduce reliance on external consultancy support and strengthen in-house expertise.
  • Coordinate the collation, validation, and submission of annual street lighting energy invoicing information.
  • Process, monitor, and respond to a range of ad hoc street lighting and asset management enquiries and requests.
  • Work collaboratively with colleagues across Asset Management and Street Lighting teams, supporting business resilience and service continuity through knowledge sharing and cross-functional working.

We're looking for someone who can demonstrate:

  • Strong organisational skills and a methodical approach to managing information and data.
  • Excellent attention to detail and a commitment to maintaining accurate records.
  • Advanced proficiency in Microsoft Office applications, particularly Excel, including the use of formulas, pivot tables, data analysis techniques, and graphical reporting.
  • Confidence in handling, analysing, and interpreting large datasets.
  • Strong communication and stakeholder engagement skills.
  • The ability to work independently, manage competing priorities, and adapt to changing service needs.
  • A flexible and resilient approach, with a willingness to learn new systems and processes.

Experience within a highways, street lighting, asset management, engineering, or infrastructure environment would be advantageous. However, we also welcome applications from candidates who can demonstrate relevant transferable skills and experience from other sectors.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
