Purpose of the job / project

Ready to play a key role in shaping the future of health data access and trusted data sharing in Luxembourg and beyond?

Join our team and contribute to strategic national and European initiatives that advance secure, compliant, and efficient access to data for research, innovation, and public policy. You will support flagship projects such as but not limited to, HDAB2-LU, which is enabling the establishment of the Luxembourg Health Data Access Body and laying the foundations for a robust health data ecosystem aligned with European data-sharing frameworks.

As a Senior Data Steward, you will contribute to the development of data governance practices, data access services, and project-related solutions that facilitate secure data sharing, strengthen health and research data ecosystems, and promote the responsible adoption of trustworthy AI. Your work will directly contribute to LNDS's mission of unlocking the value of data while ensuring transparency, compliance, and public trust.

As a Senior Data Steward, you will drive the development and delivery of the data access request management capacity. This includes the collection and validation of access conditions from different data providers, standardising the information into data request application form, defining the access review procedure and SOPs, compiling requirements of data access management tools, supporting the implementation of the tools to and implementing the data access request management workflows in the tools. You will work with the other project team members from LNDS, including Project Coordinator, Work Package Leaders, Data Protection Officer (DPO) and ethical, legal and societal implications (ELSI) experts to implement the required compliance measures related to the projects. Finally, you will interact with the information security, technology, and data teams to ensure adequate design and delivery of services.

What you will do

  • Develop and deliver LNDS’ DM/DS services within the scope of the projects
  • Contribute to other services and the maintenance of LNDS’ DM/DS toolbox.
  • Develop guidelines on data management, stewardship and protection for the projects
  • Contribute to the LNDS’ Data Catalogue by populating, curating, and updating metadata related to data custodians, provenance and use restrictions for datasets of the projects
  • Implement necessary General Data Protection Regulation (GDPR) accountability measures for data processing activities involving personal data required by the projects
  • Perform Data Protection Impact Assessments (DPIA) for data processing activities concerning sensitive data for the projects
  • Provide training on DM/DS best practices, tools, and related to the DS services of the projects
  • Develop internal processes and guidelines to support relevant information security and data protection compliances and certifications related to the projects
  • Engage in (inter-)national projects related to DM/DS service development related to the projects
  • Train and supervise less experienced team members working on the projects

Who you are

  • MSc or PhD in natural science or technology, or social science with technical skills.
  • 5 to 10 years of relevant experience, including relevant ones in the following areas:

- data stewardship

- data management

- community coordination, outreach and training.

  • Working knowledge in data lifecycle management, FAIR data principles (Findability, Accessibility, Interoperability, and Reuse) and the GDPR
  • Experience in technical writing (white papers, documentation, reports, policies) and content for dissemination to stakeholders and the public (online guides, tutorials)
  • Good working knowledge of one programming language (Python or R)
  • Good working knowledge of command line shell (any OS)
  • Good working knowledge of basic website authoring (markdown, jinja, HTML)
  • Proven experience in one of the following topics:

- Ethical, legal and societal implications in data-driven research projects

- Designing and implementing organisational risk management processes

- Data requests management of sensitive data

- DPIA

- Community building and management

  • Excellent verbal communication skills in English.
  • Service and collaborative attitude
  • Ability and willingness to interact closely with stakeholders
  • Ability to handle multiple assignments while working independently and effectively under deadlines
