Position Overview
The Software Developer serves as a designated Key Personnel lead within the Application & Web Support. The primary purpose of this role is to deliver full-lifecycle engineering, sustainment, and optimization across the customer digital ecosystem. This includes sustaining custom software applications, modernizing legacy codebases, supporting enterprise collaboration environments (SharePoint Online / Power Platform), and ensuring strict adherence to Department of Defense cybersecurity standards and software data delivery mandates.
Core Responsibilities
- Tier 3 Application Sustainment: Provide technical sustainment, defect resolution, and code-level fixes for the custom application portfolio, including Command Task Tracker, Equipment Readiness Dashboard, Customs Process Automation (CPA), Information Tool Suite (ITS), Nintex workflows, and SharePoint Online solutions.
- Software Modernization & Refactoring: Refactor and upgrade legacy applications written in Java, ColdFusion, and .NET to ensure operational stability, performance efficiency, and maintainability.
- Database Management: Execute database modifications, schema updates, and query optimization for backend platforms, including Microsoft SQL Server and Oracle Database architectures.
- Vulnerability Remediation: Remediate application security defects, address STIG compliance findings, and implement necessary security patches in alignment with Risk Management Framework (RMF) standards.
- Data Rights & Deliverable Packaging: Package and submit all completed custom software builds, configuration scripts, source code, and associated technical artifacts in compliance with mandatory delivery requirements via CDRL A051 (Source Code & Technical Data Delivery Package).
- Capability Development Support: Assist with Tier 4 capability development activities, delivering technical design options, Technical & Cost Estimates (T&CE), and Section 508 Accessibility Conformance Reports (ACR) for new digital workflows or application enhancements.
Qualification & Certification Requirements
Education & Experience
- Education: Bachelor’s Degree in Computer Science, Software Engineering, Information Technology, or a related technical discipline.
- Experience: Minimum of five (5) years of full-stack software development experience supporting enterprise web applications and database environments.
DoD Cyber Workforce Framework (DCWF) Certifications
In accordance with DoDM 8140.03, the candidate must hold a valid, baseline cybersecurity certification aligned with DCWF Work Role 212 at the Intermediate proficiency level prior to commencing work:

Security & Compliance Prerequisites

- Accessibility Compliance: Must demonstrate working knowledge of Section 508 of the Rehabilitation Act for all digital user interfaces.
