Job Description:

The primary function of this position is to oversee and administer human resources programs and services for the County. Provides professional, strategic HR guidance to County leadership, department directors, supervisors, and employees on employee relations, recruitment and selection, classification and compensation, performance management, leave administration, policy and procedure administration, and compliance. Leads and supports HR initiatives, process improvements, organizational changes, and technology modernization while exercising considerable independent judgment, discretion, and confidentiality in handling sensitive personnel matters.

ESSENTIAL JOB FUNCTIONS

  • Works closely with the Employee Services Director in developing, implementing, and evaluating ongoing HR policies, programs, functions, and activities.
  • Oversees recruitment and selection, promotions, transfers, EEO compliance, job classification, performance evaluation, and employee relations.
  • Investigates and resolves employee relations issues, including but not limited to sexual harassment, discrimination, workplace violence, and other violations of policies, procedures, or statutes, and develops, recommends, and initiates the appropriate steps for resolution.
  • Develops, prepares, generates, and analyzes reports pertaining to such issues as staffing levels, turnover, recruitment, compensation, promotions, etc.
  • Benchmarks other counties or comparable government employers for best practices.
  • Supervises, coordinates, directs, and oversees HR staff plus liaison employees to ensure all policies and guidelines are followed, and tasks are administered.
  • Responsible for ensuring the duties of subordinate employees are completed, including during absences and/or job vacancies.
  • Reviews and approves all personnel actions, including reclassifications, compensation changes, new hire recommendations, and any other personnel changes in compliance with the policies and procedures.
  • Serves as the HRIS liaison for employees by processing transactions, provides training, and coordinates with the Clerk of Court IT department to troubleshoot any concerns.
  • Assists Division Directors, Department Heads, Directors, and Supervisors in composing disciplinary actions, terminations, hearings, and any other employee-related matters.
  • Facilitates Pre-determination Hearings with Employee Services Director, Department Head, and County Attorney’s office, and provides guidance on other complaint/grievance procedures.
  • Provides guidance and assistance to the Personnel Policies and Procedures Review Board.
  • Oversees the administration of the County’s Sick Leave Pool.
  • Responsible for preparation of the annual budget for Human Resources in coordination with the Budget Administrator.
  • Administers FMLA in accordance with the County’s policy and federal regulations.
  • Completes various County, State, and Federal reports and surveys as required.
  • Administers Annual Compliance Training to all County employees and new hire orientation training, including updating and maintaining training materials.
  • Administers the Drug-Free Workplace Policy, maintains records, and orders employee testing as needed according to the provisions of the policy and required compliance
  • Coordinates with County Administration regarding integration of County policies.
  • Identifies training needs for employees and prepares or acquires programs to meet specific county-wide and/or employee needs.
  • Oversees the Florida Retirement System (FRS) administration for the BOCC regarding the appropriate classification of positions.
  • Monitors the County Performance Evaluation system and maintains such records in software and filing systems.
  • Maintains understanding of existing and proposed federal and state laws/regulations affecting human resources management.
  • Interprets appropriate laws and policies and advises management and employees accordingly, often in coordination with the County Attorney’s office.
  • Oversees the Years of Service and Employee Award Program for BOCC employees.
  • Maintains and updates the County’s pay plan.
  • Participates in Union Negotiations with the Director, Management Staff, and the County Attorney.
  • Prepares, reviews, and edits relevant items to be placed on the BOCC meeting agenda.
  • Responsible for personally knowing and following the County’s Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations. Responsible for ensuring others also adhere to these standards.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

Bachelor’s Degree. Major (s) required: Public Administration, Business, or Human Resources Management, preferred. Five (5) to seven (7) years minimum of prior related work experience. A comparable amount of training or experience may be substituted for educational requirements.

Special Qualifications:

Certification in Human Resources preferred. (PHR, SPHR, SHRM-CP, SHRM-SCP, or equivalent.)

Knowledge, Skills and Abilities:

  • Ability to oversee, plan, and implement major programs and services for the organization; reports progress to the organization’s executive team.
  • Ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts; work directly contributes to the implementation of specific policies, programs, or initiatives of the organization.
  • Ability to oversee numerous functions and staff; principally responsible for determining policies and procedures that will ensure the success of operations.
  • Ability to provide updates to senior managers, elected officials, or other community groups or organizations; work regularly with other Directors or senior managers to ensure the provision of efficient and effective services; part of performance is tied to how well the incumbent responds to members of the community or internal peers within the organization.

PHYSICAL DEMANDS

The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Crouching: Bending the body downward and forward by bending the legs and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture, by touching with the skin, particularly that of the fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make discrimination in sound.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word, including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word, including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
