Admin & Finance Manager

Job Type: Full-Time Department: Administration / Human Resources / Finance Working Hours: Monday to Friday,8:00am to 5:30pm Location: Singapore

Job Overview

We are looking for an experienced and hands-on Admin & Finance Manager to oversee the company’s Admin, Human Resources and Finance Department.

The successful candidate will be responsible for supervising the department and overseeing the company’s finance operations, statutory compliance, payroll, HR and general administration. The role requires a strong supervisory and leadership ability, together with a high level of accuracy, integrity and independence.

The candidate will work closely with management, auditors, tax agents, corporate secretarial firms, government authorities and other external parties.

Key Responsibilities

Finance & Accounting

  • Oversee the full spectrum of accounting and finance functions, including Accounts Payable, Accounts Receivable, General Ledger and month-end closing.
  • Review monthly management accounts and Profit & Loss statements and highlight significant variances or issues to management.
  • Prepare the annual Profit & Loss forecast and budget for management review and planning.
  • Review the annual financial results and provide relevant financial information and analysis to management.
  • Monitor the company’s cash flow, including cash flow forecasts, bank balances, collections and payments.
  • Review and monitor the company’s working capital position.
  • Review and approve monthly and ad-hoc payments to suppliers, service providers and other parties in accordance with company procedures and approval limits.
  • Oversee banking matters, receipts, payments and fund transfers.
  • Prepare and submit GST returns accurately and within the required statutory deadlines.
  • Handle Corporate Income Tax matters, including preparation of tax schedules and liaison with tax agents.
  • Handle Withholding Tax matters and ensure timely filing and payment where applicable.
  • Prepare and review schedules and supporting documents for the annual audit.
  • Liaise with external auditors, tax agents and corporate secretary on statutory and compliance matters.
  • Coordinate the preparation and filing of annual XBRL financial statements/returns.
  • Ensure proper maintenance of accounting records and supporting documentation.
  • Review and improve accounting procedures, internal controls and financial processes.
  • Monitor statutory deadlines and ensure all filings and payments are completed accurately and on time.

HR & Payroll

  • Supervise and oversee HR and payroll functions within the department.
  • Process and review monthly payroll, including salaries, overtime, allowances, deductions, leave and other payroll-related matters.
  • Ensure payroll and HR practices comply with applicable Singapore employment regulations.
  • Manage employee records, employment contracts, leave and attendance records.
  • Handle employee onboarding and offboarding processes.
  • Manage recruitment activities, including job postings, candidate screening, interviews and coordination of employment offers.
  • Liaise with relevant parties on work pass applications, renewals and other employee-related matters.
  • Assist management in handling employee relations and HR matters.
  • Maintain confidentiality of employees’ personal, payroll and employment information.

Administration

  • Supervise and manage the day-to-day operations of the Admin & Finance Department.
  • Allocate work, provide guidance and monitor the performance of administrative and finance staff.
  • Ensure departmental tasks are completed accurately and within the required deadlines.
  • Manage and coordinate licences, permits, registrations and statutory renewals.
  • Monitor and arrange insurance renewals.
  • Maintain company records, contracts and important documents.
  • Liaise with government authorities, service providers, banks, insurers and other external parties.
  • Coordinate office facilities, company assets, utilities and other general administrative matters.
  • Support management in various Company projects and ad-hoc assignments.

Supervisory & Leadership Responsibilities

  • Lead, supervise and oversee the Admin & Finance Department, ensuring smooth and efficient day-to-day operations.
  • Supervise, guide and support department staff in their respective duties.
  • Assign responsibilities and monitor work progress to ensure deadlines are met.
  • Review staff work and ensure accuracy and compliance with company procedures.
  • Provide coaching and guidance to team members and identify areas for improvement.
  • Coordinate work across Finance, HR and Administration to ensure effective support to the company.
  • Handle staff performance and work-related issues within the department and escalate matters to management when required.
  • Ensure proper segregation of duties, internal controls and approval procedures are maintained.

Requirements

  • Diploma/Degree in Accounting, Finance, Business Administration, Human Resources or a related discipline.
  • Minimum 5 years of relevant experience in accounting and finance, preferably with experience overseeing HR and administration.
  • Strong supervisory and leadership skills, with the ability to oversee and guide a small team.
  • Experience managing or supervising an Admin & Finance Department will be an advantage.
  • Strong knowledge of Singapore accounting, GST, Corporate Tax and Withholding Tax requirements.
  • Experience in GST preparation and submission, monthly payroll processing and HR administration.
  • Experience preparing annual P&L forecasts/budgets, reviewing monthly management accounts and monitoring cash flow.
  • Experience liaising with auditors, tax agents and corporate secretarial firms.
  • Familiarity with XBRL financial statements/filing and statutory compliance.
  • Proficient in Microsoft Office, especially Excel, and accounting/ERP systems.
  • Good organisational and time-management skills with strong attention to detail.
  • Able to work independently, prioritise multiple tasks and meet deadlines.
  • Mature, responsible, trustworthy and able to maintain confidentiality.
  • Good communication and interpersonal skills.
