About the Role

Vac-Tech Engineering is seeking a hands-on and dynamic Assistant HR Manager to support the full spectrum of Human Resource functions across our growing organisation.

Reporting to the HR Manager, you will be responsible for HR operations, payroll, recruitment, employee relations, work pass administration, compliance, and HR projects. This role offers broad exposure across all key HR functions and an opportunity to grow into a HR leadership position.

Key Responsibilities

Payroll, Compensation & Benefits

  • Manage and process monthly payroll accurately and on time.
  • Ensure compliance with CPF, IRAS, MOM, and statutory requirements.
  • Administer salary adjustments, bonuses, allowances, overtime payments, and deductions.
  • Manage employee benefits, insurance, and welfare programmes.
  • Support salary reviews and compensation benchmarking exercises.
  • Prepare payroll reports, reconciliations and supporting documents for management and audit purposes.

Recruitment & Workforce Planning

  • Manage end-to-end recruitment from sourcing to onboarding.
  • Partner with hiring managers on manpower planning and hiring needs.
  • Conduct interviews and coordinate hiring activities.
  • Support talent acquisition and succession planning initiatives.

Employee Relations & Performance Management

  • Advise employees and managers on HR policies and employment matters.
  • Handle disciplinary matters, employee grievances, and investigations.
  • Support performance appraisal and performance improvement processes.
  • Drive employee engagement initiatives and foster a positive workplace culture.

Work Pass & Foreign Worker Administration

  • Manage the application, renewal, and cancellation of Work Permits, S Passes, and Employment Passes.
  • Ensure compliance with MOM regulations relating to foreign manpower.
  • Coordinate accommodation, medical examinations, insurance, and repatriation matters.

HR Compliance & HR Operations

  • Ensure compliance with Singapore employment laws and company policies.
  • Review and update HR policies, procedures, and employee handbook.
  • Maintain accurate employee records and HR databases.
  • Support internal and external audits.
  • Drive HR data management, reporting, digitalisation and AI initiatives while ensuring compliance with the Personal Data Protection Act (PDPA) and safeguarding the confidentiality and security of personal data.

HR Projects & Team Leadership

  • Lead or support HR transformation, process improvement and digitalization initiatives.
  • Support implementation and improvement of HR systems.
  • Work closely with the HR Manager to provide guidance, support and oversight to the HR team.
  • Act as deputy to the HR Manager when required.

Requirements

Education

  • Degree or Diploma in Human Resource Management, Business Administration, or a related discipline.
  • IHRP certification will be an advantage.

Experience

  • Minimum 5 years of relevant experience in a full-spectrum HR role.
  • Hands-on experience managing payroll independently.
  • Experience in recruitment, employee relations, compensation & benefits, and HR compliance.
  • Experience handling work passes and foreign worker administration.
  • Supervisory experience will be an advantage.

Preferred Industry Exposure

Experience in one or more of the following industries will be advantageous:

  • Construction
  • Manufacturing
  • Waste Management
  • Blue-collar workforce environment

Knowledge & Skills

  • Strong knowledge of Singapore employment laws and MOM regulations.
  • Good understanding of payroll administration and HR systems.
  • Excellent interpersonal and stakeholder management skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Ability to handle confidential information with professionalism and discretion.
  • Experience using WhyzeHR or a similar HR and payroll system will be an advantage
  • Comfortable adopting HR technology, digital tools and AI-assisted work processes.
