Job Description

Business Analyst

Digital Technology Division, Elections Department (ELD)

Role Purpose

The Business Analyst serves as the bridge between business stakeholders, product teams and engineering teams to ensure digital solutions effectively address user and operational needs. The role is responsible for analysing business requirements, improving business processes, defining product requirements and supporting the successful delivery of citizen-centric digital products and services.

The Business Analyst will work closely with Product Managers, Software Engineers, UX Designers and business stakeholders to deliver solutions that improve user experience, operational efficiency and service outcomes.

Key Responsibilities

Business Analysis & Requirements Management

• Engage stakeholders to understand business objectives, challenges and operational requirements.

• Gather, analyse and document business, functional and non-functional requirements.

• Translate business needs into clear user stories, process flows, acceptance criteria and specifications.

• Facilitate workshops, interviews and requirement-gathering sessions.

• Manage and maintain business requirements throughout the product lifecycle.

Product Discovery & User Experience

• Conduct user journey mapping and process analysis to identify pain points and improvement opportunities.

• Support user research and service design activities.

• Analyse user feedback, operational data and business metrics to inform product decisions.

• Ensure solutions are designed with citizen and user needs at the centre.

Product Delivery

• Work closely with Product Managers to maintain and prioritise product backlogs.

• Support Agile delivery activities including backlog refinement, sprint planning and sprint reviews.

• Collaborate with engineering teams to clarify requirements and resolve business-related issues.

• Ensure requirements are clearly understood and implemented correctly.

Testing & Quality Assurance

• Develop test scenarios, test cases and acceptance criteria.

• Coordinate and support User Acceptance Testing (UAT).

• Validate delivered functionality against business requirements.

• Support defect triage and issue resolution activities.

Stakeholder Management

• Coordinate across business, operations, product and technology teams.

• Facilitate discussions and consensus-building among stakeholders.

• Present findings, recommendations and project updates to stakeholders and management.

• Manage requirements, risks, assumptions and dependencies.

Continuous Improvement

• Review existing business processes and recommend enhancements.

• Identify automation and digitisation opportunities.

• Support change management and adoption activities.

• Contribute to continuous improvement of delivery practices and business processes.

Requirements

Qualifications

• Degree in Information Systems, Computer Science, Business, Engineering or a related discipline.

Experience

• Minimum 3 years of experience in Business Analysis, Product Delivery, Digital Transformation or related fields.

• Experience participating in end-to-end software development or digital product delivery.

• Experience working in Agile delivery environments.

• Experience conducting stakeholder engagement and requirements elicitation.

Technical & Functional Skills

• Strong business analysis and requirements management skills.

• Experience in user story development and backlog refinement.

• Knowledge of process modelling and user journey mapping.

• Familiarity with Agile methodologies.

• Experience with testing and UAT activities.

• Familiarity with tools such as Jira, Confluence, Miro or equivalent collaboration platforms.

Soft Skills

• Strong analytical and problem-solving capabilities.

• Excellent verbal and written communication skills.

• Strong stakeholder management and facilitation skills.

• Ability to work effectively in cross-functional teams.

• Self-driven, adaptable and able to manage multiple priorities.

Preferred Experience

• Experience supporting government digital services.

• Knowledge of citizen service design and service transformation.

• Experience working with cloud-based applications and modern digital platforms.

• Familiarity with procurement, governance submissions and vendor management.

• Experience using data and insights to drive product and service improvements.
