Job Summary

Join Starhigh as a Marine Civil/Coastal Engineer to support major coastal, marine, and infrastructure projects in Singapore and Malaysia, driving project delivery through technical guidance, stakeholder engagement, and contract oversight.

Responsibilities

  • Assist in planning, managing, supervising, and delivering major coastal, marine, and infrastructure projects to ensure consistent quality and performance across all projects under Starhigh management
  • Perform project assistance roles such as Project Director, Senior Project Manager, Project Manager, Technical Manager, or Design Manager as assigned
  • Provide technical direction to project teams during planning, design, tender, and construction phases to resolve cross-project technical issues
  • Support senior decision makers by monitoring project performance against safety, quality, cost, schedule, technical, and contractual requirements
  • Advise managers and project teams on complex technical, construction, commercial, contractual, and risk-related matters
  • Engage and manage stakeholders including clients, design teams, site teams, and other relevant parties to facilitate project progress
  • Lead resolution of major technical, construction, interface, and contractual challenges to maintain project momentum
  • Prepare, review, and deliver technical and tender submissions, design proposals, construction methodologies, project reports, and contractual documents
  • Oversee contract administration including progress claims, variations, extension-of-time submissions, claims, and contractual correspondence
  • Monitor key project risks, resource allocation, and delivery priorities to ensure project objectives are met
  • Provide oversight of contractor, subconsultant, and site supervisory team performance to uphold project standards
  • Ensure compliance with regulatory, safety, quality, and environmental requirements throughout project execution
  • Contribute to major tender submissions, project pursuits, and client presentations to support business growth

Required competencies and certifications

  • Bachelor’s Degree in Civil or Coastal Engineering or related discipline recognized by professional bodies (e.g., BCA, IES, ACES, PE Board)
  • Minimum 10 years of relevant experience in engineering design, construction, project management, or project delivery
  • Experience in at least two of the following: coastal protection, dredging and reclamation, marine, geotechnical, structural, or major infrastructure projects
  • Substantial experience leading major projects, multidisciplinary teams, or complex construction programmes
  • Understanding of construction method statements, project delivery, risk management, and contractual requirements
  • Strong technical judgment with ability to make informed decisions on complex project matters
  • Effective communication, negotiation, and stakeholder management skills
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint

Preferred competencies and qualifications

  • Professional Engineer registration strongly preferred
  • Basic knowledge of hydrodynamic modelling, marine and hydrographic surveys, geotechnical surveys, and Environmental Impact Assessments (EIA)
  • Proficiency in engineering software such as AutoCAD, Civil 3D; familiarity with QGIS/ArcGIS Pro is advantageous
  • Professional Engineer registration, Chartered Engineer status, project management certification, or relevant professional accreditation is advantageous
  • Familiarity with dredging, reclamation, coastal protection, construction, tendering, planning, or project controls software is a higher advantage
