Role
The Finance Executive supports the effective and accurate management of the Organisation’sfinancial operations. The role is responsible for day-to-day accounting,billing, receivables and payables, reconciliations, financial reportingsupport, grant and subsidy accounting, GST compliance, audit preparation, andmaintenance of proper financial records.
The Finance Executive will also support the Finance Manager in strengthening internal controls, improving finance processes, and implementing digitalisation and automation initiatives.
Key Responsibilities
1. Accounts Receivable &Billing
- Prepare and issue invoices, credit notes, statements of account and other billing documents accurately and on a timely basis.
- Process client billing, including applicable subsidies, grants, service packages, surcharges and GST.
- Monitor outstanding receivables and follow up on overdue accounts.
- Perform regular reconciliation of client accounts and investigate billing discrepancies.
- Maintain accurate records of collections, deposits, refunds and adjustments.
- Support ageing analysis and reporting of outstanding receivables to management.
2. Accounts Payable &Procurement Support
- Process supplier invoices, staff claims and payment requests in accordance with approved policies and procedures.
- Verify supporting documents, approvals, account codes and GST treatment before processing payments.
- Prepare payment batches and supporting schedules for review and approval.
- Maintain complete and organised vendor documentation.
- Assist with vendor account reconciliation and resolution of discrepancies.
- Support procurement controls, including purchase documentation and monitoring of approved expenditure.
3. General Ledger &Month-End Closing
- Prepare accounting entries, journals and supporting schedules.
- Perform monthly bank reconciliations and other balance sheet reconciliations.
- Maintain schedules for accruals, prepayments, fixed assets, deposits and other accounts.
- Assist in monthly, quarterly and year-end financial closing.
- Investigate unusual transactions or reconciling items and escalate issues where required.
- Ensure accounting records are complete, accurate and properly supported.
4. Financial Reporting &Management Information
- Assist in preparing monthly management accounts and financial reports.
- Prepare budget-versus-actual schedules.
- Support monitoring of programme, departmental and project expenditure.
- Support the development and maintenance of finance dashboards and management information using Excel, Power BI or other reporting tools.
5. Grants, Subsidies &Programme Accounting
- Maintain accurate records of grants, subsidies, restricted funds and programme funding.
- Track utilisation of grant funding against approved budgets and funding conditions.
- Prepare financial information and supporting documents for grant claims and submissions.
- Assist in reconciling government subsidies, funding receipts and programme-related transactions.
- Ensure expenditure charged to grants and programmes is properly supported and allocated.
6. GST, Compliance & Audit
- Ensure transactions are recorded with the appropriate GST treatment.
- Assist with preparation of GST schedules, reconciliations and supporting documentation for GST submissions.
- Maintain financial records in accordance with applicable accounting standards, regulatory requirements and organisational policies.
- Prepare audit schedules and supporting documents for external and internal audits.
- Assist in responding to audit queries and implementing agreed corrective actions.
- Support compliance requirements applicable to the Organisation as a registered charity and Institution of a Public Character (IPC).
7. Internal Controls & RiskManagement
- Comply with established financial policies, delegated authority limits and segregation-of-duties requirements.
- Identify unusual transactions, discrepancies or control weaknesses and escalate them to the Finance Manager.
- Assist in maintaining finance SOPs, process documentation and control checklists.
- Support periodic reviews of financial controls and implementation of improvement measures.
- Maintain confidentiality and appropriate access controls over financial and personal information.
8. Finance Digitalisation &Process Improvement
- Support automation and digitalisation of finance workflows to reduce manual processing.
- Participate in implementation or enhancement of accounting, billing, procurement and reporting systems.
- Assist in data validation, system testing and reconciliation when new systems or processes are introduced.
- Identify opportunities to streamline processes and improve data accuracy and turnaround time.
- Support initiatives relating to dashboards, data analytics, InvoiceNow and paperless finance processes.
9. Other Responsibilities
- Maintain proper filing and retention of financial records and supporting documents.
- Provide finance-related support to programmes and other departments.
- Participate in organisational projects, events and cross-functional initiatives where required.
- Perform other finance and corporate services duties assigned by the Manager, Finance and Corporate Services.
Requirements
- Diploma or Degree in Accounting, Finance, Business or a related discipline.
- Preferably 2–3 years of relevant accounting or finance experience.
- Experience in a charity, social service agency, healthcare or other service-based organisation would be advantageous.
- Experience with GST, grants, subsidies or government-funded programmes would be an advantage.
- Good understanding of accounting principles and bookkeeping practices.
- Proficient in Microsoft Excel, including formulas, PivotTables and data reconciliation.
- Experience with accounting software such as QuickBooks, Xero or similar systems.
- Exposure to Power BI, Power Query, data analytics or finance automation would be advantageous.
- Good numerical, analytical and problem-solving skills.
- Strong attention to detail and ability to identify discrepancies.
- Able to manage deadlines, particularly during month-end and year-end closing.
- Good written and verbal communication skills.
- Able to work independently while collaborating effectively with colleagues across departments.
