Roles & Responsibilities of Finance Controller:
Job Purpose: The Complex Project Finance Controller is responsible for comprehensive financial oversight and control of a high-profile new program in Singapore. Reporting directly to the Head of Finance and the Project Director, the Controller drives financial performance, provides strategic insights during business reviews, and regularly interacts with top management to support decision-making and program success.
Key Responsibilities:
Financial Planning & Analysis: Manage all financial aspects of the program: budgeting, forecasting, cost tracking, variance analysis, reporting, cash flow, and project closure in compliance with business, regulatory, and Group requirements.
EAC Coordination & Review:
Lead the coordination and consolidation of Estimate at Completion (EAC) reviews across all three units involved, ensuring reliability and timely reporting for program milestones and management updates.
Budgeting & Forecasting:
Prepare and consolidate program budgets and rolling forecasts, ensuring all assumptions— including EAC—are accurately reflected. Analyze trends and variances to provide insight and recommendations to business and finance leadership.
Cost Control & Analysis: Monitor and analyze project costs; identify cost-saving opportunities, report financial risks and opportunities, and recommend corrective actions to maintain program health.
Business Reviews & Top Management Interaction: Prepare and present financial reports—including EAC updates—for Monthly/quarterly program reviews, and ad-hoc senior management reviews. Provide financial insights and recommendations, actively participating in business review meetings.
Risk Management & Compliance: Maintain strong internal controls, risk registers, and compliance frameworks for the program. Ensure adherence to Group policies, standards, and statutory requirements, escalating risks as needed.
Stakeholder Collaboration:
Build strong relationships with Program Management, Segment and Corporate Finance, and
the three units involved to drive alignment and transparency across all financial matters.
Cash Management & Forecasting:
Oversee program cash flow forecasting and funding requirements, coordinating with Finance
teams to ensure efficient fund allocation and liquidity.
Process Improvement:
Identify and implement improvements in financial processes, reporting standards, and EAC
review cycles to increase efficiency, accuracy, and compliance.
