About Our Client

Our client is a digitally focused financial institution operating in Singapore and building its business around technology-enabled banking and customer-centric financial solutions. Operating within a highly regulated environment, the organisation combines the governance and financial discipline expected of a bank with the pace, innovation and technology mindset associated with a digital business.

As the organisation continues to develop its products, balance sheet and operating capabilities, it is looking for an experienced Treasury leader who can combine strong technical expertise with commercial judgement and the ability to build scalable treasury capabilities.

Job Description

  • Lead the bank's liquidity and funding strategy, covering liquidity forecasting, cash positioning, funding mix, regulatory ratios, stress scenarios and contingency planning.
  • Drive balance sheet and ALM strategy, including interest rate risk, liquidity risk, capital considerations, investment risk and optimisation of the overall asset and liability profile.
  • Play a leading role in ALCO, providing senior management with actionable insights on funding, deposit strategy, liquidity gaps, interest rate exposure, capital and balance sheet returns.
  • Lead key regulatory and strategic initiatives including ICAAP, liquidity stress testing, IRRBB, Basel-related requirements and regulatory change, ensuring appropriate frameworks and controls are maintained.
  • Own and enhance Funds Transfer Pricing frameworks, supporting effective pricing, profitability measurement and capital allocation across products and business lines.
  • Oversee treasury governance and operating controls while partnering with Finance, Risk and Operations to ensure robust regulatory reporting, policies, documentation and audit readiness.
  • Drive the continued development of Treasury technology, data and automation, partnering with Technology and business teams to improve systems, dashboards, processes and management information.

The Successful Applicant

  • Strong Treasury and/or Asset & Liability Management experience gained within banking or a regulated financial institution, with demonstrated experience operating at a senior level.
  • Deep technical expertise across liquidity management, funding, ALM, IRRBB, balance sheet management and capital management.
  • Strong working knowledge of banking regulatory requirements, including LCR, NSFR, ICAAP, liquidity stress testing and Basel frameworks, with familiarity with the Singapore regulatory environment highly advantageous.
  • Demonstrated experience influencing ALCO, CFO, Treasury leadership or senior management, translating complex balance sheet risks into clear commercial recommendations.
  • Experience developing or managing Funds Transfer Pricing, liquidity forecasting, interest rate risk methodologies and balance sheet optimisation strategies.
  • Strong understanding of Treasury operating models, controls, governance and regulatory reporting, ideally coupled with experience improving Treasury systems and data infrastructure.
  • Commercially minded and comfortable operating in a fast-moving, technology-driven environment, with the leadership capability to work effectively across Finance, Risk, Product, Operations and Technology teams.
