Qualification
- Registered with the Ministry of Manpower (MOM), Singapore, as a Workplace Safety and Health Officer (WSHO).
- Possess relevant WSH qualifications and preferably at least 5 years’ experience in construction, M&E, cleanroom, semiconductor, or industrial projects.
- Familiar with Singapore WSH legislation, risk management requirements, permit-to-work systems, and client safety standards.
- Strong communication, leadership, reporting, and site-coordination skills.
Job Description
The HSE Manager is responsible for leading, implementing, monitoring, and continuously improving the Company’s Health, Safety and Environment (HSE) management system across all projects and operations.
Key responsibilities include:
- Ensure compliance with all applicable Singapore Workplace Safety and Health legislation, MOM requirements, and client/site safety standards.
- Develop, implement, and maintain the project HSE Plan, Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements, and emergency-response plans.
- Conduct regular site safety inspections, audits, and compliance reviews; identify unsafe acts or conditions and ensure timely corrective actions.
- Lead toolbox meetings, safety briefings, induction programme, and WSH training for TPS employees, subcontractors, and visitors.
- Review and endorse permit-to-work activities, including work at height, lifting operations, hot works, electrical works, confined-space works, and lifting plans where applicable.
- Coordinate with project managers, supervisors, subcontractors, and client representatives to ensure work is planned and executed safely.
- Investigate incidents, near misses, unsafe conditions, and environmental events; prepare reports and implement preventive measures.
- Monitor the use of PPE, site housekeeping, access control, barricading, signage, fire safety, and emergency equipment.
- Ensure subcontractors submit and comply with their safety documentation, including RA, SWP, training records, equipment certificates, and work permits.
- Maintain all statutory and project HSE records, including inspection reports, training records, incident reports, safety meeting minutes, and corrective-action registers.
- Monitor environmental matters such as waste disposal, chemical handling, spill prevention, noise, dust, and housekeeping.
- Support Management in achieving the Company’s HSE objectives, ISO 45001 requirements, and continuous safety improvement.
- Stop any work that presents an immediate danger to personnel, property, or the environment, and report the matter to Management immediately.
- Perform any other HSE-related duties assigned by Management.
