Role Description

Pro Bono SG (PBSG) is a registered charity with IPC status and a company limited by guarantee. This role combines in-house legal leadership with the opportunity to shape legal services for Singapore’s social impact sector through PBSG’s Non-Profit Legal Services (NLS) for ground-ups, charities, social enterprises and other non-profits.

The in-house practice of the role keeps PBSG effective and accountable in delivering our access to justice mission, and ensures that NLS services are grounded in real needs, practical and actionable.

This role is an exciting opportunity to work at the intersections of programme innovation, research and policy contribution, and partnerships to strengthen PBSG’s mission and build capabilities within the social impact sector.

Key Responsibilities

A. In-house legal

  • Governance: Guide the Board andsenior management on charity governance, statutory duties and policy frameworks.
  • Risk Management: Partner teams to identify, assess and mitigate strategic, operational and compliance risks
  • Regulatory Compliance: Monitor regulatory developments and ensure alignment with the organisation’s governing instruments, Commissioner of Charities’ requirements, and relevant legislation.
  • Policy Development: Draft, implement and review policies and SOPs.
  • Contract Review and Lifecycle: Review and negotiate vendor, confidentiality, service, strategic partnership and other agreements, and support their lifecycle management.
  • Data Protection: Serve as PBSG’s Data Protection Officer, maintaining its data protection framework and equipping staff through relevant policies and training.
  • Board administration: Equip the Board and relevant Board Committees with high-quality briefing papers, reports and executive support.

B. NLS Programme Innovation & Technical Leadership

  • Strategic Direction: Set the direction for NLS and develop legal services, tools and resources that meet the needs of the social impact sector and equip volunteers to serve it effectively.
  • Programme Delivery: Set standards for legal content and service quality, and use planning, monitoring and evaluation to strengthen NLS delivery and impact.
  • Stakeholder Engagement and Partnerships: Position PBSG as a credible voice in non-profit capability building by cultivating relationships with law firms, volunteers, regulators, non-profit leaders and sector partners.
  • Committee support: Guide and engage the Project Law Help Committee in advancing NLS priorities.

C. Resource & Team Leadership

  • Leadership: Lead staff, volunteers and interns in delivering high-quality operational support. Coach and develop team members, strengthening their legal knowledge, judgment and service quality.
  • Resource management: Manage NLS budgets, resources, and reporting, ensuring disciplined delivery and accountability.
  • Resource development: Build and maintain legal templates/playbooks to improve quality, consistency and scalability.

Requisite Educational Qualifications

  • Bachelor of Laws (LLB) or Juris Doctor (JD) from a recognised university.
  • Qualified to practise law in Singapore and admitted as an Advocate & Solicitor of the Supreme Court of Singapore.
  • Postgraduate qualifications in law, public policy, nonprofit management or a related field would be an advantage.

Skills & Experience

  • Minimum 5 years of relevant experience in legal practice, an in-house counsel role or a combination of both.
  • Strong practical experience in one or more of the following areas: corporate/commercial law, charity law, governance, regulatory compliance, employment law, or data protection.
  • Proven ability to build trust and work effectively with boards, senior management, senior lawyers, regulators and external partners.
  • Strong project leadership, with the ability to turn strategy into well-managed delivery.
  • Experience working with or within nonprofits, public sector agencies, or mission-driven organisations will be an advantage.
  • Experience supervising or mentoring junior staff or volunteers.
  • Strong project management capabilities, with the ability to translate strategy into implementation.
  • Excellent drafting and communications skills, with the ability to make complex legal concepts clear and useful to non-legal audiences.
