Job Summary

The Network Engineer is a hands-on technical role responsible for the planning, design, implementation, testing, commissioning, maintenance, support and troubleshooting of wired and wireless networking solutions over fibre-optic and Ethernet networks. The Network Engineer also supports the Commercial Management to prepare and present the design solution to customers and prospective customers.

The role covers the complete solution lifecycle—from reviewing tender requirements, developing technical solutions and quotations, sourcing equipment and coordinating logistics, through implementation and acceptance testing, to post-implementation Level 1 and Level 2 support.

The Network Engineer will work closely with Project Managers and Project Engineers, as well as customers, consultants, suppliers, technology partners and other internal teams, to ensure that technical, commercial, logistical and project requirements are properly coordinated and delivered according to schedule.

The engineer is expected to combine strong networking competency with commercial awareness, technical writing, documentation discipline, logistics coordination and systematic troubleshooting skills.

Responsibilities

1. Tender Review and Requirements Analysis

  • Read and review tender documents, specifications, drawings, schedules, Bills of Quantities (BOQ) and other customer requirements.
  • Identify technical, contractual and solution requirements relevant to the proposed network solution.
  • Identify ambiguities, technical risks, exclusions, dependencies and information requiring clarification.
  • Prepare concise tender requirement summaries for Management, highlighting key requirements, compliance matters, risks, deliverables, deadlines and decisions or actions required.
  • Prepare technical clarification questions where requirements are unclear or incomplete.
  • Support Management in determining the technical feasibility, resources, products and services required to respond to tenders.

2. Solution Design and Technical Proposals

  • Develop network solutions that satisfy customer and tender requirements.
  • Prepare professional technical proposals describing the proposed architecture, equipment, implementation methodology, functionality and compliance with customer requirements.
  • Develop High-Level Designs (HLD) showing the overall network architecture, major components, interfaces, redundancy and solution concept.
  • Develop Low-Level Designs (LLD) containing detailed configuration and implementation information required to deploy the solution.
  • Prepare network topology diagrams, physical and logical architecture diagrams, IP address plans, VLAN schedules, equipment schedules and interface information.
  • Use Microsoft Visio and/or AutoCAD to prepare technical diagrams and drawings.
  • Ensure technical proposals, HLDs and LLDs are consistent with customer requirements and the proposed Bill of Materials.

3. Bill of Materials, Costing and Quotations

  • Develop accurate Bills of Materials (BOM) based on the approved solution design.
  • Determine equipment, licences, subscriptions, accessories, cabling, optics, services and other materials required for a complete solution.
  • Obtain and evaluate quotations from manufacturers, distributors and suppliers.
  • Source competitive pricing and negotiate with suppliers to obtain the best commercially viable cost while maintaining technical compliance, quality, warranty and delivery requirements.
  • Compare supplier quotations and identify technical and commercial differences.
  • Prepare solution price quotations for Management review and approval.
  • Ensure that the technical proposal, BOM, supplier costs and customer quotation are aligned.
  • Maintain appropriate records of supplier quotations and costing information.

4. Equipment Procurement and Logistics Coordination

  • Coordinate equipment requirements with the Project Manager, Project Engineer, suppliers and logistics providers to ensure that equipment is available according to the project program.
  • Arrange and monitor the importation, delivery and transportation of equipment from overseas and local suppliers.
  • Coordinate shipping documentation, packing lists, delivery orders and other logistics documentation as required.
  • Liaise with suppliers, freight forwarders, couriers and other logistics providers to track shipments and resolve delivery issues.
  • Coordinate with relevant parties on customs clearance and import requirements where applicable.
  • Verify equipment quantities, model numbers and accessories against the approved BOM and purchase requirements.
  • Coordinate the receipt, inspection, storage and inventory of delivered equipment.
  • Report shortages, incorrect equipment, damaged equipment or delivery discrepancies promptly and coordinate corrective actions.
  • Arrange and coordinate the delivery of equipment to customer or project sites according to the required project schedule.
  • Ensure equipment reaches the site before the planned installation, testing or commissioning activities.
  • Maintain proper records of equipment received, equipment issued to site and outstanding deliveries.
  • Coordinate the return, replacement or warranty processing of defective equipment where required.

5. Coordination with Project Managers and Project Engineers

  • Work closely and continuously with the Project Manager and Project Engineer throughout the project lifecycle.
  • Provide technical input to project planning, scheduling and implementation activities.
  • Advise the Project Manager/Engineer of equipment lead times, technical dependencies, resource requirements and implementation constraints.
  • Provide timely updates on design status, procurement, equipment delivery, implementation, testing, defects and technical issues.
  • Coordinate technical activities with the overall project program to ensure network works do not delay other project activities.
  • Highlight potential technical, procurement or logistics risks early so that corrective action can be taken.
  • Support the Project Manager/Engineer in customer, consultant, contractor and vendor coordination.
  • Ensure that technical commitments and actions arising from project meetings are completed according to agreed deadlines.
  • Provide the technical documents and completion evidence required by the Project Manager/Engineer to support project milestones, customer acceptance and progress claims.

6. Network Engineering and Implementation

  • Plan, design and implement wired and wireless networking solutions over fibre-optic and Ethernet networks.
  • Configure, test, commission, maintain and troubleshoot enterprise network infrastructure.
  • Support switching, routing, VLANs, IP addressing, wireless networking and associated network services.
  • Conduct installation, configuration, migration and commissioning activities at customer sites.
  • Coordinate with customers, partners, suppliers and other technical teams during implementation.

7. Proof of Concept, Method Statements and Acceptance Testing

  • Lead and support Proof of Concept (POC) testing to validate proposed technologies and solutions.
  • Develop and conduct Method Statements describing how implementation, migration, testing and other technical activities will be performed safely and systematically.
  • Develop test procedures, test cases and acceptance criteria.
  • Prepare and conduct Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT) and User Acceptance Tests (UAT).
  • Record test results, defects and observations and ensure identified issues are properly rectified and closed.
  • Obtain the required customer acknowledgement and acceptance upon successful completion.

8. Level 1 and Level 2 Technical Support

  • Conduct daily, monthly and annual maintenance
  • Provide Level 1 (L1) and Level 2 (L2) technical support for customer network infrastructure.
  • Receive, investigate, diagnose and resolve network incidents and service requests.
  • Conduct systematic troubleshooting across physical connectivity, fibre, Ethernet, switching, routing, VLANs, IP addressing, wireless networks and network services.
  • Use Wireshark and other diagnostic tools to capture and interpret network traffic.
  • Analyse logs, alarms, configurations and performance information to determine root causes.
  • Escalate complex issues to Level 3 support, manufacturers or technology partners when required, while retaining ownership and tracking the issue through to resolution.
  • Document troubleshooting activities, findings, corrective actions and resolutions in the appropriate trouble-ticket and service-reporting systems.
  • Provide after-office-hours, weekend and emergency support where required.
  • Monitor service levels and escalation KPIs to maintain agreed network availability.

9. Documentation and Document Control

  • Establish and maintain an accurate and organised technical and commercial documentation registry.
  • Maintain proper version control, filing and traceability of:
  • (A) Tender documents and requirement summaries
  • (B) Technical proposals
  • (C) HLD and LLD documents
  • (D) Bills of Materials
  • (E) Customer quotations
  • (F) Supplier quotations
  • (G) Purchase and delivery records
  • (H) Equipment and logistics records
  • (I) Equipment datasheets
  • (J) Method Statements
  • (K) FAT/SAT/UAT documents and results
  • (L) Network diagrams and configuration records
  • (M) Service reports and trouble tickets
  • (N) As-built and maintenance documentation
  • Ensure documents can be readily retrieved and that the latest approved revisions are clearly identifiable.
  • Maintain appropriate confidentiality for customer, supplier and commercial information.

10. Customer and Stakeholder Management

  • Attend customer, consultant, supplier and project meetings and provide clear technical updates and recommendations.
  • Prepare accurate minutes of meetings, action lists and technical reports.
  • Follow assigned actions through to completion.
  • Communicate technical issues clearly to technical and non-technical stakeholders.
  • Conduct technical presentations, demonstrations and training for customers, partners and internal teams.
  • Support pre-sales activities through technical discussions, solution development, demonstrations and POCs.
  • Build customer confidence through technical competence, responsiveness, professional communication and consistent follow-through.

11. Team and Operational Responsibilities

  • Provide technical guidance and mentorship to junior engineers and team members.
  • Share technical knowledge, troubleshooting experience and lessons learned.
  • Complete administrative requirements including attendance records, timesheets, service reports and trouble-ticket entries within specified deadlines.
  • Maintain professional standards of organisation, safety and housekeeping at internal work areas and customer sites.
  • Professionally receive and assist customers, suppliers and technology partners visiting the office.

Requirements

  • Diploma or Degree in Telecommunications, Information Technology, Computer Networking, Computer Engineering or a related discipline.
  • Minimum 3 years of networking or Information Technology experience in an enterprise environment.
  • Experience in the infocommunications, technology, systems integration or telecommunications industries.
  • Valid CCNP certification or equivalent/higher networking certification.
  • Strong knowledge of TCP/IP, IPv4/IPv6, subnetting, VLANs, switching, routing and enterprise networking.
  • Practical experience with wired, wireless, Ethernet and fibre-optic networks.
  • Skilled in Wireshark packet capture and interpretation.
  • Able to use Microsoft Visio and/or AutoCAD for network diagrams and technical drawings.
  • Ability to read technical specifications, tender documents, drawings and equipment datasheets.
  • Ability to translate customer requirements into technical designs, BOMs, technical proposals and commercial quotations.
  • Strong technical writing and documentation skills.
  • Good commercial awareness and ability to work with suppliers to achieve technically compliant and competitive solutions.
  • Strong written and spoken English.
  • Strong communication, presentation and stakeholder-management skills.
  • Able to troubleshoot systematically and take ownership of technical problems through to resolution.
  • Able to coordinate technical, procurement and logistics activities with Project Managers and Project Engineers.
  • Able to manage multiple priorities and work under pressure in fast-paced project environments.
  • Experience working within the ASEAN region and willingness to travel when required.
  • Willingness to work after office hours, weekends and overtime where required for implementation, migration, testing, maintenance and customer support.
