Key Responsibilities

  • Own functional design for the assigned product area, including user stories, business rules, and testable acceptance criteria.
  • Document requirements in JIRA and Confluence and conduct functional walkthroughs with engineering teams.
  • Assess existing platform capabilities and drive process harmonisation across organisations, minimising customisation and escalating significant deviations.
  • Facilitate stakeholder workshops, define common user journeys, and present functional designs to the Product Owner for sign-off.
  • Review user journeys and UI designs to ensure alignment with business processes and operational needs.
  • Prepare and execute test cases, test data, and sprint integration testing; manage defect triage and support UAT.
  • Develop and maintain automated regression tests using Playwright, Selenium, Cypress, or equivalent tools.
  • Use SQL to investigate data issues, including joins, aggregations, and audit history.
  • Leverage AI tools to draft and review user stories, acceptance criteria, business rules, and UI prototypes, ensuring outputs meet business requirements.
  • Plan sprint analysis and testing activities, coach the Product Analyst, and collaborate with product, engineering, testing, and business stakeholders.

Key Requirements

  • At least 3 years of Business Analysis experience, including Singapore Government Agile delivery in a sprint-based environment.
  • Proven experience documenting existing processes, defining target-state journeys, and translating requirements into actionable user stories.
  • Experience with discovery/design sprints, JIRA, Confluence, and testable acceptance criteria.
  • Experience working with Product Owners on scope, functional design, and acceptance sign-off.
  • Experience engaging government users, preferably in regulatory or enforcement environments.
  • Intermediate SQL skills and hands-on test automation experience using Playwright, Selenium, Cypress, or equivalent.
  • Practical experience using AI tools for business analysis or functional design, with the ability to validate generated outputs.
  • Strong understanding of the Agile delivery lifecycle, including functional design, integration testing, defect management, UAT, and regression testing.
  • Strong stakeholder management, workshop facilitation, analytical, problem-solving, and communication skills, with the ability to own both analysis and testing activities.

Desirable

  • Familiarity with Government on Commercial Cloud (GCC) or Singapore Government cloud platforms.
  • Experience in enforcement, regulatory, licensing, or case management domains.
