Key Responsibilities

  • Own and manage the product backlog across multiple releases, ensuring requirements are elaborated, prioritised, and classified according to agreed discovery-stage priorities.
  • Assess incoming requests to determine whether they fall within existing scope or require formal change requests, escalating scope changes where necessary.
  • Drive process harmonisation across multiple organisations, establishing a common end-to-end journey for each capability and managing differences through configuration wherever possible.
  • Facilitate discovery workshops by demonstrating existing platform capabilities, presenting solution options, and guiding stakeholders towards standard functionality and shared processes.
  • Lead discussions with client stakeholders and represent the product team at governance forums, escalating significant process deviations or design decisions to the Product Owner.
  • Lead Agile ceremonies across two delivery squads, including backlog refinement, sprint planning, and sprint reviews.
  • Maintain JIRA sprint boards and release burn-up tracking, escalating stories with increased estimates or complexity to the Delivery Lead promptly.
  • Own the quality and testing position across both squads, ensuring test coverage aligns with acceptance criteria and preparing and issuing System Integration Testing (SIT) and User Acceptance Testing (UAT) reports.
  • Work with the Product Owner to determine which outstanding defects can be accepted at each stage exit and which must be resolved before progression.
  • Establish standards for using AI tools in functional design and product analysis, including drafting user stories and acceptance criteria, identifying gaps or contradictions in business rules, and generating prototypes for workshops.
  • Define appropriate review and approval processes for AI-generated outputs, ensuring all outputs are treated as drafts and that named individuals remain accountable for the final accepted deliverables.
  • Coach and mentor Product Leads and Product Analysts, review their work before submission to the Product Owner, and onboard team members to established AI-assisted working practices.
  • Work closely with the client Product Owner, Delivery Lead, Solution Architect, Engineering Lead, and Test Lead to support effective product delivery across both squads.

Key Requirements

  • Minimum 6 years of experience in Business Analysis and Product Ownership within Agile Scrum delivery, including at least 3 years leading Agile delivery for Singapore Government projects.
  • Proven experience leading discovery sprints, establishing a baselined product backlog, and managing Agile ceremonies across multiple delivery squads.
  • Strong experience translating business needs into user stories and acceptance criteria using JIRA and Confluence, rather than relying primarily on traditional requirements specifications.
  • Demonstrated ability to observe and document existing business processes, define target-state journeys with stakeholders, and translate these into well-elaborated user stories.
  • Experience delivering solutions on existing platforms, guiding stakeholders towards standard platform capabilities rather than unnecessary customisation.
  • Proven experience in multi-agency or multi-organisation environments, harmonising different business practices into a common process and managing variations through configuration rather than separate solution versions.
  • Understanding of government agency operations, including statutory constraints affecting process design and the implications of Government on Commercial Cloud (GCC) environments.
  • Hands-on experience using AI tools in product management or business analysis, with the ability to assess their practical value, limitations, and appropriate use cases.
  • Strong stakeholder engagement, workshop facilitation, negotiation, and decision-making skills, including the ability to manage differing requirements and drive consensus across organisations.
  • Proven leadership and coaching capabilities, with the ability to guide Product Leads and Product Analysts while maintaining consistent standards across multiple squads.
  • Strong understanding of software delivery quality, acceptance criteria, SIT/UAT, defect management, and stage-exit decisions.

Desirable:

  • Experience in enforcement, regulatory, licensing, or case management domains.
  • Scrum Master certification.
  • Experience introducing AI tools into an Agile delivery team and establishing governance, review standards, and practical working processes around their use.
