Administrative Functions
- Lead and coordinate project teams, including consultants, contractors, and site staff members.
- Prepare comprehensive reports and presentations for council meetings and general meetings of the Management Corporation on project status, progress, and recommendations.
- Administer compliance matters relating to building regulations, statutory requirements, and Management Corporation by-laws for all projects.
- Correspond and liaise with government bodies, consultants, architects, engineers, quantity surveyors, and other professional consultants engaged for projects.
- Manage inquiries and concerns from council members and residents regarding ongoing and planned projects.
- Ensure proper documentation, filing, and record-keeping of all project-related documents, contracts, and correspondence in the management office.
- Convene and attend project meetings and prepare meeting minutes.
Financial Functions
- Prepare detailed project budgets, cost estimates, and financial projections for council approval.
- Draft tender specifications and prepare tender documents for major projects in accordance with Management Corporation requirements.
- Conduct comprehensive tender evaluation, analyze tender submissions, and prepare recommendation reports with cost-benefit analysis for council decision-making.
- Monitor project expenditure against approved budgets and provide variance analysis.
- Evaluate contractors' progressive claims, verify work completion and quality, and make recommendations to council for progressive payments.
- Liaise with the Management Corporation's accounts department and auditors on project financial matters.
- Prepare financial reports on project spending and provide closure accounts upon project completion.
Maintenance Functions
- Develop, recommend, and execute comprehensive work plans for all approved major projects from planning through to closure.
- Conduct site assessments and feasibility studies to identify improvement works and recommend enhancement projects for the betterment of the development.
- Monitor contractors' and service providers' performance throughout project execution, ensuring adherence to specifications, quality standards, and timelines.
- Provide regular progressive updates to council on project milestones, challenges, and proposed solutions.
- Conduct inspections during and upon completion of projects to ensure work quality meets specifications and standards.
- Coordinate defects rectification and ensure proper handover of completed projects.
- Implement good industry practices and recommend innovative solutions for property enhancement and operational efficiency.
Requirements
- At least 2 years of working experience in project management within the property management or construction industry.
- Strong ability to prepare detailed recommendation reports for decision-making bodies.
- A diploma / degree in Construction Management, Building or Property Management.
- Knowledge of progressive claim assessment and payment recommendation processes.
- Experience in monitoring multiple projects simultaneously and providing progress reporting.

- Able to travel to Northeast
