Job Summary

The QAQC Engineer is responsible for implementing project quality assurance and quality control activities, conducting inspections, coordinating testing activities, maintaining quality documentation, and ensuring construction works comply with approved specifications, standards, and contractual requirements.

Job Description

Quality Inspection and Surveillance

• Conduct routine inspections of construction activities to verify compliance with approved drawings and specifications. • Monitor workmanship quality and identify non-conforming work. • Ensure inspections are carried out according to approved ITPs.

Inspection and Test Plan (ITP) Implementation

• Implement approved ITP requirements during project execution. • Coordinate inspection requests with consultants and clients. • Maintain records of inspections and approvals.

Material Inspection and Verification

• Inspect incoming materials and equipment upon delivery. • Verify compliance with approved material submissions and specifications. • Coordinate material testing and approval processes.

Testing and Commissioning Support

• Coordinate laboratory tests, field tests, and commissioning activities. • Verify test results and compliance with project requirements. • Maintain testing records and reports.

Non-Conformance Control

• Identify and document non-conforming work or materials. • Prepare NCRs and follow up on corrective actions. • Verify closure of NCRs and quality observations.

Method Statement Compliance

• Verify work execution complies with approved method statements. • Monitor implementation of quality procedures. • Recommend improvements where necessary.

Site Quality Monitoring

• Conduct regular site surveillance activities. • Monitor critical construction activities and hold points. • Ensure compliance with project quality requirements.

Documentation and Record Management

• Maintain inspection records, test reports, and quality documentation. • Ensure quality records are complete and traceable. • Support project document control requirements.

Consultant and Client Inspections

• Coordinate and attend inspections with consultants and clients. • Address quality-related comments and observations. • Follow up on inspection approvals.

Supplier and Subcontractor Quality Monitoring

• Monitor subcontractor workmanship and compliance. • Verify supplier quality documentation. • Report quality concerns to management.

Internal Audit Support

• Support internal and external quality audits. • Prepare audit documentation and records. • Assist in implementing corrective actions.

Quality Reporting

• Prepare daily, weekly, and monthly QAQC reports. • Monitor quality performance indicators. • Report quality issues and recommendations.

Safety and Compliance

• Ensure quality activities are conducted safely. • Comply with project HSE requirements during inspections and testing. • Participate in site safety programs where required.

Project Completion and Handover

• Assist in preparing quality dossiers and handover documentation. • Verify closure of punch list and defect items. • Support final project inspections.

Other Responsibilities

• Perform any other duties assigned by the superior or management.

Requirements

  • Minimum Diploma in Engineering or related discipline.
  • Minimum 3 years of QAQC experience.
  • Computer proficiency and Microsoft Office (Excel, Word & Outlook).
  • Ability to read and interpret Engineering drawings is required.
  • Strong knowledge of quality management principles
  • Familiarity with industry-specific software, statistical process control (SPC) and quality tools.
  • Able to communicate in Mandarin and English to liaise with Mandarin-speaking associates.
