JOB DESCRIPTION – SAFETY COORDINATOR / WSH COORDINATOR
Department: Workplace Safety & Health (WSH) Reports To: Safety Manager / WSH Manager Work Location: Project Site, Singapore
Job Purpose
The Safety Coordinator / WSH Coordinator is responsible for supporting the Safety Manager in implementing, monitoring and maintaining the company's Workplace Safety & Health (WSH) requirements at the project site.
The role assists in ensuring that all construction activities are carried out safely and in compliance with applicable statutory requirements, project safety procedures and the company's WSH Management System.
Key Responsibilities
- Report directly to the Safety Manager / WSH Manager on all site safety and health matters.
- Assist the Safety Manager in implementing and maintaining the project's WSH Management System, Safety Management Plan and site safety procedures.
- Conduct routine site inspections and identify unsafe acts, unsafe conditions and non-compliances.
- Follow up with site supervisors, engineers and subcontractors to ensure identified safety issues are promptly rectified and properly closed out.
- Assist in the preparation, review and implementation of Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements and Permit-to-Work requirements.
- Conduct or assist with toolbox meetings, safety briefings, safety inductions and other WSH training activities.
- Monitor high-risk construction activities including lifting operations, work at height, MEWP operations, hot works, temporary works and material handling.
- Verify that workers use the required PPE and comply with established safe work procedures.
- Assist in monitoring lifting equipment, machinery, access equipment, power tools and safety equipment to ensure required inspections and certifications are valid.
- Coordinate with project engineers, supervisors, subcontractors and workers on daily safety requirements and corrective actions.
- Assist the Safety Manager in investigating incidents, near misses and unsafe occurrences and implementing preventive and corrective measures.
- Maintain proper WSH records, inspection reports, checklists, training records, permits, certificates and other safety documentation.
- Assist in emergency preparedness, emergency drills and implementation of site emergency response procedures.
- Monitor site housekeeping, access/egress, barricading, signage, falling-object prevention and proper material storage.
- Immediately report any serious unsafe condition, imminent danger, incident or significant WSH non-compliance to the Safety Manager and relevant project management personnel.
- Where there is imminent danger to personnel, take immediate action in accordance with the project's stop-work/escalation procedures.
- Attend safety meetings, coordination meetings and inspections with the Main Contractor, consultants, clients and relevant authorities when required.
- Support safety audits and inspections and follow through on observations until satisfactory closure.
- Promote a positive safety culture and encourage active participation in WSH matters by all site personnel.
- Carry out other WSH-related duties assigned by the Safety Manager or Project Management.
Reporting & Coordination
The Safety Coordinator shall report directly to the Safety Manager / WSH Manager for all WSH matters while working closely with the Project Manager, Site Engineers, Supervisors and subcontractors for implementation of safety requirements at site.
All significant safety incidents, high-risk observations and unresolved non-compliances shall be escalated promptly to the Safety Manager.
Minimum Requirements
- Relevant WSH qualification recognised for the appointed role in Singapore.
- Fresh graduates or candidates with limited working experience are welcome to apply.
- Basic understanding of Singapore WSH requirements and construction site safety practices; on-the-job guidance and training will be provided.
- Basic knowledge of Risk Assessment (RA), Safe Work Procedures (SWP), Permit-to-Work (PTW) and site safety inspections would be an advantage.
- Willing to learn and develop practical construction safety knowledge under the guidance of the Safety Manager.
- Responsible, observant and proactive in identifying and reporting potential safety issues.
- Able to communicate effectively with workers, supervisors and the project team.
- Basic computer literacy and ability to prepare simple safety records, checklists and reports.
- Positive attitude, willingness to learn and commitment to site safety are more important than extensive prior experience.
Key Performance Expectations
The successful candidate is expected to maintain effective site safety surveillance, ensure timely closure of safety observations, maintain proper WSH documentation, support compliance with project and statutory requirements, and escalate significant safety matters promptly to the Safety Manager.
