Job Purpose:
The Senior Manager (Civil Projects Support) provides strategic direction, technical expertise, and operational leadership for marine and offshore civil engineering projects.
This role is responsible for driving business growth by leading tendering and proposal strategies, securing major project wins, ensuring sound project governance, and building high-performing teams across regional operations.
Key Responsibilities:
1. Business Strategy & Market Expansion
- Formulate mid- to long-term business strategies and annual plans for the marine works business (ports, coastal protection, offshore wind, and infrastructure renewal).
- Define bidding strategies, assess project risks and profitability, and make key decisions on major proposals and JV structures.
- Establish and strengthen strategic relationships with government agencies, port authorities, and key industry stakeholders.
2. Project Governance & Technical Oversight
- Review construction methods, schedules, cost structures, and risk assessments from the planning stage of marine civil projects.
- Provide technical guidance and oversight for complex, large-scale marine operations, addressing risks such as sea conditions, vessel logistics, and regulatory restrictions.
- Conduct project performance reviews (schedule, quality, safety, and cost) and lead root cause analysis for critical incidents or claims.
3. Operational Excellence & Innovation
- Define division-wide KPIs for safety, quality, and cost; introduce modern technologies (e.g., ICT, BIM/CIM, remote monitoring) to improve efficiency.
- Enforce stringent marine safety frameworks covering vessel operations, diving activities, and coastal safety.
- Optimize procurement strategies and partnerships with specialized marine subcontractors and equipment suppliers.
4. Leadership & Talent Development
- Manage team resource planning, recruitment, and succession planning for key technical and managerial roles.
- Mentor and train junior and mid-career engineers in specialized marine engineering practices.
- Lead organizational change, promote high compliance and safety standards, and foster an inclusive, cross-cultural team environment.
Job Requirements:
1. Minimum 25 years of engineering experience with a degree in Civil Engineering or a relevant field from a recognized institution.
2. At least 10 years of experience in managing marine civil engineering works, especially involvement in harbour, marine facilities projects.
3. Proven track record in the construction of
- Dredging & Reclamation Works: More than 10mil m3 dredging and 150 ha reclamation
- Reclamation work for Container Terminal by Caisson more than 90 Nos, height exceeding 25m, total wharf line of over 3 km
- Soil Improvement Work by Cement Deep Mixing or Cement Pipe Mixing: more than 1mil m3
4. Completed 1 full cycle of a marine project with at least S$400 million contract value as a management member.
5. Management experience in Joint Venture (JV) projects.
