Job Summary:

The Senior Manager will be responsible for the end-to-end operational management, technical services, and capital expenditure (Capex) planning for a Grade A commercial office building. This role ensures the building operates at the highest standards of safety, efficiency, sustainability, and tenant satisfaction, while managing budgets, contractors, and compliance with statutory requirements.

Job Responsibilities:

1. Daily Operations Management

  • Oversee day-to-day facilities operations including M&E systems, cleaning, security, landscaping, pest control, and building maintenance.
  • Ensure building systems (Aircon, lifts, fire protection, electrical, plumbing) operate efficiently and comply with statutory requirements (BCA, SCDF, NEA, PUB, etc.).
  • Manage vendor and contractor performance, including service level agreements (SLAs) and key performance indicators (KPIs).
  • Conduct regular building inspections and audits to ensure high standards of cleanliness, safety, and presentation.
  • Respond to and resolve tenant feedback, complaints, and service requests promptly.
  • Ensure 24/7 operational readiness, including emergency response and crisis management protocols.

2. Capex & Asset Management

  • Develop and manage the annual Capex budget and asset replacement/upgrade plan.
  • Lead capital improvement projects (e.g., toilet upgrade, façade works, retrofitting) from planning through to completion.
  • Conduct life-cycle cost analysis and technical due diligence on major building systems and equipment.
  • Prepare Capex proposals, business cases, and ROI justifications for management/board approval.
  • Manage tendering, contractor selection, and project delivery for Capex works, ensuring cost, quality, and timeline targets are met.

3. Budget & Financial Management

  • Prepare and manage annual operating (Opex) and capital (Capex) budgets.
  • Monitor monthly expenditure against budget, providing variance analysis and forecasts.
  • Identify cost optimization opportunities without compromising building performance or tenant experience.
  • Review and negotiate service contracts, ensuring value for money.

4. Compliance, Safety & Sustainability

  • Ensure full compliance with Singapore statutory and regulatory requirements (Fire Code, Workplace Safety and Health Act, BCA Green Mark, etc.).
  • Drive sustainability initiatives, energy efficiency programs, and green building certifications (e.g., BCA Green Mark, LEED).
  • Maintain up-to-date records for licenses, permits, and statutory inspections (lifts, fire systems, etc.).

5. Stakeholder & Team Management

  • Lead and develop the facilities management team, including technicians, executives, cleaners, security and vendor supervisors.
  • Liaise closely with GMs, tenants, and government authorities.
  • Act as the primary point of contact for building-related matters with tenants and management corporation (if applicable, e.g., MCST).
  • Prepare management reports on building performance, Capex progress, and operational KPIs.

6. Pre-TOP Planning for development projects which includes operational takeover plan and timeline.

  • Participate in project progress meetings with the developer, consultants, and main contractor.
  • Review construction progress against operational requirements.
  • Coordinate with project teams on operational readiness.
  • Identify operational risks before TOP.
  • Prepare staffing requirements and deployment plans.
  • Building Systems Inspection
  • Coordinate inspections for Mechanical & Electrical (M&E) ie. Air-conditioning systems, Lift & Escalator systems, Fire Protection & Fire Alarm Systems, Security CCTV & Access Control, Building Management System (BMS), including handover documentation.
  • Defects Management
  • Calling tender and appointments for services contracts
  • Post-TOP – Tenants’ fitout management, vetting plan and submission, issue permit to work, monitor & ensure safety of the daily contractors work, delivery of materials and labour, etc.

Job Requirements:

  • Degree in Facilities Management, Engineering (Mechanical/Electrical/Building Services), Real Estate, or related field.
  • Professional certifications preferred: WSH Officer, Certified Energy Manager, BCA-accredited FM certifications, or Project Management certification (PMP) is a plus.
  • Minimum 5–10 years of relevant experience in facilities/property management, with at least 1-3 years in a senior/managerial role.
  • Proven track record managing Grade A commercial office buildings, ideally within the CBD or similar high-spec environments.
  • Strong experience in Capex project management, from budgeting to execution.
  • Experience working with landlords, MCST/JMB, and third-party FM vendors.
  • Based on-site at the CBD office building.
  • May be required to be rotated to other Grade A office buildings
  • May require after-hours availability for emergencies or urgent building matters.
  • Occasional site visits to contractor premises or other portfolio properties.
