Act as the technical authority for Heating, Ventilation and Air Conditioning (HVAC) and Mechanical systems, representing the Owner's interests throughout design, construction, commissioning, and handover. Ensure facilities are delivered safely, efficiently, and in compliance with business, operational, and regulatory requirements.
Key Responsibilities
Technical Leadership
- Define and maintain Owner's Project Requirements (OPR), Basis of Design, and discipline standards.
- Review and approve design deliverables, Requests for Information (RFIs), and design change proposals.
- Provide technical expertise on cleanroom, HVAC, utility, and mechanical systems.
- Assess technical, cost, schedule, operational, and maintainability impacts of proposed solutions.
- Participate in Design for Safety (DfS), risk, and value engineering reviews.
Stakeholder & Project Management
- Serve as the primary technical interface with Engineering, Procurement and Construction (EPC) contractors, consultants, and vendors.
- Collaborate with Production, Process Engineering, Facilities, and Environment, Health and Safety (EHS) teams.
- Resolve technical issues and support timely project decisions.
Compliance & Project Execution
- Ensure compliance with applicable regulations, standards, and authority requirements.
- Support technical evaluations and procurement of major mechanical equipment and utility systems.
- Provide technical support during construction, commissioning, qualification, and handover activities.
Requirements
Education & Experience
- Degree in Mechanical Engineering or a related discipline.
- Minimum 10 years of experience in semiconductor, pharmaceutical, biomedical, industrial, data centre, or other high-tech facility projects.
- Experience across design, construction, commissioning, and operational handover phases.
- Registration as a Professional Engineer is an advantage.
Technical Competencies
- Strong knowledge of HVAC, cleanroom, and mechanical utility systems.
- Experience with chilled water, cooling water, clean dry air, process exhaust, and utility infrastructure.
- Familiarity with EPC project delivery, design management, and change management processes.
- Experience with Building Information Modelling (BIM) tools such as Revit and Navisworks is advantageous.
