The posting

Act as the technical authority for water treatment, chemical, and gas utility systems, representing AST's interests throughout design, construction, commissioning, and handover. Ensure systems are delivered safely, efficiently, and in compliance with business, operational, and regulatory requirements.

Key Responsibilities

Technical Leadership

  • Define and maintain Owner's Project Requirements (OPR), Basis of Design, and discipline standards for water treatment and chemical utility systems.
  • Review and approve design deliverables, Requests for Information (RFIs), and design change proposals.
  • Provide technical expertise in Ultra-Pure Water (UPW), wastewater treatment, chemical distribution, slurry systems, and bulk and specialty gas systems.
  • Establish site water balance, recycling strategies, utility capacities, and wastewater treatment requirements.
  • Assess technical, cost, schedule, operational, and maintainability impacts of proposed solutions.
  • Participate in value engineering, risk assessments, and design reviews to optimize project outcomes.

Stakeholder & Project Management

  • Serve as the primary technical interface with Engineering, Procurement and Construction (EPC) contractors, consultants, and suppliers.
  • Collaborate with Production, Process Engineering, and Environment, Health and Safety (EHS) teams to align project requirements.
  • Resolve technical issues, manage design interfaces, and support timely project decisions.
  • Prepare clear technical recommendations for stakeholders and management.

Compliance & Project Execution

  • Support technical evaluations and procurement of major water treatment, chemical, and gas utility systems.
  • Ensure compliance with regulatory, environmental, and safety requirements.
  • Coordinate with relevant authorities, including the Public Utilities Board (PUB), National Environment Agency (NEA), Singapore Civil Defence Force (SCDF), and other regulatory agencies.
  • Provide technical support during construction, commissioning, qualification, and facility handover.
  • Support the transition from project execution into facility operations.

Requirements

Education & Experience

  • Degree in Chemical Engineering, Environmental Engineering, or a related discipline.
  • Minimum 10 years of experience in water treatment, wastewater treatment, chemical or gas utility systems within semiconductor, printed circuit board, substrate, flat panel display, or other high-tech manufacturing facilities.
  • Experience across design, construction, commissioning, and operational handover phases.
  • Experience with plating wastewater treatment and metal-bearing waste streams is highly desirable.

Technical Competencies

  • Strong knowledge of Ultra-Pure Water (UPW), wastewater treatment, water reclamation, and water balance optimization.
  • Experience with chemical distribution, slurry systems, and bulk and specialty gas systems.
  • Familiarity with Engineering, Procurement and Construction (EPC) project delivery, design review, and change management processes.
  • Knowledge of Singapore environmental, hazardous substances, and industrial utility regulations.
  • Understanding of process utility safety and risk management requirements.
