About the Role We are seeking an experienced and visionary General Manager to oversee business operations, project management, strategic growth, and safety management of scaffolding and construction projects. You will lead operational excellence, drive profitability, and ensure compliance with Singapore workplace safety regulations.

Responsibilities

  • Develop and execute strategic business plans to achieve operational targets, revenue growth, and market expansion in scaffolding and construction.
  • Manage daily operations across multiple project sites, coordinating project managers, engineers, safety teams, and subcontractors to ensure seamless execution.
  • Optimize operational efficiency through effective resource allocation, equipment utilization, and labor planning.
  • Monitor project schedules, deliverables, budgets, and quality standards to ensure projects are completed on time, within scope, and budget.
  • Oversee procurement processes, negotiate with vendors, manage subcontracting agreements, and implement cost-control measures.
  • Lead contract administration, resolve disputes, and manage variation orders in compliance with industry contractual frameworks.
  • Promote a zero-incident safety culture across scaffolding, temporary works, and construction activities.
  • Ensure full compliance with Singapore Ministry of Manpower (MOM), Workplace Safety and Health (WSH) Act, BCA standards, and ISO management systems.
  • Review Risk Assessments, Safe Work Procedures (SWP), and incident investigation reports to maintain high safety standards.
  • Build and maintain strong relationships with main contractors, developers, government authorities, industry partners, and suppliers.
  • Lead tender submissions, business development presentations, and contract negotiations to secure new projects.
  • Build, mentor, and lead high-performing operational and technical teams.
  • Foster continuous learning, workplace safety training, and organizational capability development.

Preferred competencies and qualifications

  • Degree or Diploma in Civil, Structural, Mechanical Engineering, Construction Management, Building, or related discipline.
  • Relevant certifications such as Manage Work at Height, Building Construction Safety Supervisors (BCSS), or bizSAFE Level 2/4 are advantageous.
  • Minimum 3–10 years of proven leadership experience in construction operations, scaffolding, temporary works, or specialist subcontracting.
  • Strong knowledge of Singapore construction site practices, BCA regulatory requirements, MOM safety guidelines, and relevant Codes of Practice (e.g., SS 659 / SS 580).
  • Commercial acumen with financial management and contractual negotiation skills.
  • Proven leadership skills managing diverse teams and dynamic site environments.
  • Strong problem-solving, stakeholder management, and interpersonal communication skills.
