Pay Range: Hiring/Starting pay range is $103,645 - $130,713/annualized, based on experience.

Position Purpose:

The Accounting Manager is responsible for overseeing and managing RFTA’s financial transaction processes, ensuring the accuracy, integrity, and efficiency of accounting operations. This position leads the daily administration of accounts receivable, accounts payable, payroll, cash management, and treasury operations while maintaining compliance with Generally Accepted Accounting Principles (GAAP), applicable laws and regulations, and established Authority policies and procedures. The Accounting Manager manages internal controls designed to safeguard assets, mitigate risks, and ensure reliable financial information and is responsible for required payroll and vendor-related filings and reporting.

Essential Duties/Responsibilities:

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.

Accounting Operations

  • Oversee and manage accounting transaction processes, including revenues, expenses, payroll administration, accounts receivable, accounts payable, cash management, and treasury operations.
  • Ensure timely and accurate processing of invoices, payments, deposits, payroll transactions, and cash receipts.
  • Ensure compliance with GAAP and other applicable accounting standards.
  • Maintain current knowledge of relevant accounting standards, laws, regulations, and reporting requirements.
  • Support month-end and year-end closing activities and the preparation of financial statements and management reports.
  • Coordinate financial information and documentation required for external audits.

Cash Management and Treasury

  • Monitor daily cash positions and maintain adequate liquidity to meet operational requirements.
  • Manage banking relationships and treasury activities, including electronic fund transfers, wire transactions, investments, debt service payments, and bank account reconciliations.
  • Ensure appropriate controls and procedures are followed for cash handling, disbursements, and other treasury activities.

Payroll and Vendor Administration

  • Oversee payroll-related filings and reporting requirements and ensure compliance with applicable federal, state, and local payroll laws and regulations.
  • Coordinate and respond to inquiries from regulatory agencies related to payroll, accounting, and financial transactions.
  • Oversee vendor setup and maintenance processes.
  • Ensure accurate preparation and submission of annual vendor reporting requirements.
  • Maintain compliance with vendor payment requirements.

Internal Controls and Compliance

  • Develop, implement, monitor, and maintain effective internal controls over financial transactions.
  • Identify financial and operational risks and implement appropriate controls and procedures to mitigate those risks.
  • Ensure accounting practices and financial transactions comply with Authority policies, procedures, laws, regulations, and applicable accounting standards.
  • Support continuous improvement of accounting processes, systems, and procedures.

Leadership and Team Management

  • Supervise, mentor, and manage the performance of assigned staff.
  • Establish performance expectations and provide ongoing coaching, feedback, and development.
  • Coordinate workload assignments and ensure appropriate cross-training within the team.
  • Promote a culture of accountability, customer service, continuous improvement, and professional growth.
  • Collaborate with other departments to support accurate, timely, and effective financial operations.

Knowledge, Skills, and Abilities:

  • Proficient in accounting principles, practices, and standards, including GAAP.
  • Proficient in accounts payable, accounts receivable, payroll, cash management, treasury operations, and general ledger accounting.
  • Proficient in financial reporting, auditing, regulatory requirements, and internal controls.
  • Proficient in federal, state, and local requirements related to accounting, payroll, and financial transactions.
  • Proficient in financial management systems, general ledger software, and Microsoft Office, particularly Excel.
  • Proficient in banking and treasury practices, including electronic fund transfers, wire transactions, investments, and bank reconciliations.
  • Strong analytical and problem-solving skills, with the ability to identify discrepancies, assess risks, and develop effective solutions.
  • Strong attention to detail and accuracy when working with financial information.
  • Effective written and verbal communication with employees, managers, vendors, auditors, regulatory agencies, and other stakeholders.
  • Leadership, supervision, coaching, and employee development.
  • Ability to manage multiple priorities, meet deadlines, and adapt to changing systems, regulations, and organizational priorities.
  • Ability to exercise sound judgment, maintain confidentiality, and demonstrate initiative and accountability.
  • Ability to work effectively both independently and collaboratively.

Qualifications:

Education

  • Bachelor’s degree in accounting, auditing, finance, or a related field, or an equivalent combination of education, coursework, and relevant experience.

Experience

  • Minimum of five (5) years of progressively responsible accounting or auditing experience.
  • Minimum of five (5) years of supervisory or management experience.
  • Experience overseeing payroll, accounts payable, accounts receivable, cash management, and treasury functions.
  • Experience with financial audits, regulatory reporting, and internal controls.
  • Experience with financial management systems and general ledger software.
  • Workday experience preferred.

Working Conditions:

This position primarily operates in a professional office environment. Occasional travel to RFTA facilities may be required. The role involves extended periods of sitting and frequent use of computers and other office technology. The employee must occasionally lift or move office supplies or packages weighing up to 20 pounds. Workspaces may vary from individual offices to shared or open-plan areas.
