本ポジションは、Global Product SupplyにおけるBusiness Case Evaluation（BCE）およびDue Diligence（DD）案件を、プロジェクトリーダーとして計画・管理し、確実に推進する役割を担う。

製造サイト、API／製剤の供給元、技術移管、CMO活用、包装・供給戦略等について、技術、品質、供給、スケジュール、コストおよび事業性の観点から選択肢を評価し、意思決定に必要な提言を取りまとめる。

自らBusiness Caseと財務モデルを構築するとともに、プロジェクト計画・スケジュールの策定、マイルストーン・課題・リスク管理、部門横断の合意形成を通じて、各案件を意思決定までリードする。

【主な責任範囲】

このポジションの主な責任は、BCEおよびDDプロジェクトを計画段階から意思決定まで主導し、タイムリーで高品質な実行を確保することである。

1. Business Case Evaluation（BCE）

• CMC、Manufacturing、MSAT、Quality、Regulatory、SCM、Procurement、Finance、Commercialおよび専門家と連携し、BCEをリードする。

• API、製剤、充填、包装および供給サイトに関する複数の選択肢を、共通の前提条件と評価基準に基づいて比較する。

• 技術的実現可能性、品質・薬事要件、供給能力、スケジュール、コスト、投資対効果およびリスクを構造化して評価する。

• NPV、IRR、Payback Period、COGS等を用いてBusiness Caseと財務モデルを作成し、シナリオ分析・感度分析を実施する。

• トレードオフ、主要リスク、対応策および推奨案を、意思決定可能な提案として取りまとめる。

2. Due Diligence（DD）

• 事業開発機会、新規導入品、CMOおよび製造サイトに関するProduct Supply DDを計画・実行する。

• 製造・技術移管の実現可能性、供給体制、キャパシティ、GMP・品質、コストおよび商用供給準備状況を評価する。

• 重要リスク、情報不足、前提条件および追加確認事項を特定し、DDレポートと提言を作成する。

3. Project Leadership & Execution

• 目的、スコープ、成果物、体制、意思決定ポイント、マイルストーンおよび詳細スケジュールを策定する。

• 複数案件の進捗、依存関係、課題、リスクおよびアクションを継続的に管理する。

• 関係者の役割と期限を明確にし、必要なアクションを確実に実行へつなげる。

• 遅延・判断阻害要因を早期に特定し、解決案の提示と必要なエスカレーションを行う。

• 正式な権限に依存せず、グローバルかつ部門横断の関係者を巻き込み、合意形成と意思決定を前進させる。

• 経営層およびガバナンス会議に進捗、課題、選択肢および推奨案を明確に報告する。

4. BCE / DD Process Improvement

• BCE／DDプロセス、評価方法、役割分担、テンプレートおよびアウトプット品質の標準化・改善を推進する。

資格

必須要件

• 製薬業界におけるManufacturing、Supply Chain、Technical Operations、MSAT、CMC、事業開発または関連領域の実務経験。

• BCE、DD、製造サイト選定、供給戦略、技術移管またはCMO評価のいずれかに関する経験。

• Business Caseを自ら構築し、NPV、IRR、Payback Period等を用いて投資対効果および事業性を評価した経験。

• Product CostingおよびCOGS分析を行い、製造・供給・投資に関する複数シナリオを財務的に比較した経験。

• 主要前提を用いた財務モデルの作成、シナリオ分析および感度分析を実施できる能力。

• 複数部門が関与するプロジェクトをリードし、計画・詳細スケジュールを作成して確実に推進した経験。

• マイルストーン、課題、リスク、依存関係およびアクションを管理する能力。

• Pharmaceutical Manufacturing、Supply Chain、GMPおよび医薬品開発に関する理解。

• グローバル関係者との会議・交渉・資料作成を行えるビジネスレベルの英語力。

• 日本語での高いコミュニケーション能力。

• 複雑な情報を構造化し、明確な選択肢、論点および推奨案としてまとめる能力。

• 高いオーナーシップを持ち、自律的に案件を前進させる姿勢。

歓迎要件

• CMO選定、CMOマネジメントまたは外部製造委託に関する経験。

• 医薬品のTechnology Transferまたは製造サイト移管に関する経験。

• グローバルなSupply Network評価または製造ネットワーク設計に関する経験。
