The Senior Project Manager serves as the principal contractor focal point for project sponsor, functional organizations, subcontractors, and project-controls personnel.

Responsibilities

Project Leadership

  • Lead the Integrated Project Team and establish clear roles, responsibilities, decision authorities, and project-management expectations.
  • Plan, manage, and authorize work necessary to achieve objectives.
  • Identify and document risk-informed tailoring opportunities, as well as required equivalencies, exemptions, variances, or conflict resolutions.
  • Ensure project activities comply with contractual requirements, DOE directives, site procedures, applicable codes and standards, environmental requirements, and integrated safety-management principles.

Scope, Baseline, Cost, and Schedule Management

  • Ensure development and maintenance of master schedule aligned with the project Work Breakdown Structure and control accounts.
  • Review project performance, forecasted cost and schedule outcomes, Estimate at Completion, and risk exposure; direct timely corrective actions when performance thresholds are exceeded.
  • Manage baseline changes through approved change-control processes, ensuring changes to scope, cost, schedule, and funding are documented, evaluated, authorized, and incorporated appropriately.
  • Ensure scope changes are handled through formal written direction and approved baseline-change processes rather than absorbed within the existing project baseline.

Earned Value Management and Performance Reporting

  • Ensure compliance with a tailored approach utilizing Earned Value Management System (EVMS) light and applicable customer reporting requirements.
  • Review project budget plans, work packages, planning packages, performance data, variance analyses, estimates to complete, and corrective-action plans.
  • Ensure accurate, timely, and defensible project status reporting to DOE and senior management, including cost and schedule performance, trends, risks, issues, and recovery actions.
  • Lead preparation and review of required project reviews, briefings, monthly reports, baseline documentation

Design, Construction, Procurement, and Turnover

  • Direct integration of conceptual design, preliminary and final design, procurement, construction, testing, commissioning, readiness activities, turnover, and closeout.
  • Oversee subcontract and supplier performance, including acquisition strategy, bid-package development, contract execution, technical performance, claims avoidance, and change management.
  • Coordinate engineering, construction, operations, nuclear safety, quality assurance, environmental compliance, safeguards/security, and other supporting functions.
  • Resolve complex technical, construction, operational, and stakeholder-interface issues that could affect project objectives.
  • Ensure completion of acceptance, turnover, capitalization, records, lessons learned, and closeout activities.

Risk, Safety, and Quality

  • Ensure project risks and opportunities are identified, analyzed, documented, owned, monitored, and mitigated throughout the project life cycle.
  • Promote an active safety culture and ensure work is planned and performed in accordance with approved safety, quality, and work-control requirements.
  • Ensure constructability, value engineering, quality assurance, configuration management, and readiness considerations are incorporated at appropriate project phases.

Key Competencies

  • DOE project-management governance
  • Integrated project-team leadership
  • Safety and quality leadership
  • Scope definition and requirements management
  • EVMS, cost, schedule, and baseline management
  • Risk and opportunity management
  • Construction and subcontract management
  • Executive communication and customer engagement
  • Problem-solving and corrective-action leadership

Qualifications

Minimum Qualifications:

  • 10+ years of progressively responsible project-management experience, including management of major capital construction, infrastructure, industrial, environmental, or nuclear projects.
  • Demonstrated experience leading multidisciplinary teams through planning, design, construction, commissioning, and turnover.
  • Experience managing cost, schedule, scope, risk, contracts, and change control for large, complex projects.
  • Working knowledge of DOE capital-asset project-management principles, integrated project teams, and project execution planning.
  • Experience using earned value management, project controls, cost forecasting, and integrated scheduling tools, including Primavera P6 or comparable systems.
  • Strong written, verbal, presentation, negotiation, and stakeholder-management skills.
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
