Position Summary
Works under the general direction of the Program Manager to supervise and coordinate the activities of the Low Income Home Energy Assistance Program (LIHEAP). Works, in conjunction with leadership, to promote a culture of excellence for both internal and external customers.
Pay Grade: 51
Salary Commensurate with Experience and Education
Minimum Qualifications
- Three (3) years’ experience in a lead or supervisory capacity; AND
- Bachelor’s degree from an accredited college or university in Public or Business Administration, Sociology or a closely related field; OR
- An equivalent combination of related education, and/or experience.
- PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
- Supervises LIHEAP daily operations, including staffing, training, work assignments, attendance, performance evaluations, discipline, complaints, and problem resolution.
- Ensures staff have the tools, resources, hardware, and database access needed to perform their duties.
- Conducts monthly staff meetings and develops individual development plans to support compliance and performance.
- Develops and implements procedures to ensure compliance with applicable policies, laws, and grant requirements, including assisting with application processes, overseeing payments, batches and invoicing, and spenddown oversight.
- Conducts internal audits and monitors Smart Simple, THO and MLGW Citrix databases for documentation accuracy and timely submissions.
- Monitors the program budget, office supplies, and year-end funding expenditures.
- Maintains timely communication with staff and the Program Manager
- Leads grant facilitation, all components of program implementation, and ensures LIHEAP department functions in accordance with operational plan regulations.
- Oversees preparation for audits, assists with the Operational Plan and other documents.
- Collaborates with the Community Engagement Outreach Coordinator to promote programs through community outreach and presentations.
- Prepares weekly and monthly program outcome reports.
- Maintains knowledge of State and Federal guidelines; ensures staff appropriate training.
- Performs other related duties as required or directed.

- Knowledge of management techniques and the ability to apply them in directing the work of others while following federal compliance regulations.
- Ability to develop timetables, manpower, projections and ability to monitor and revise as needed to meet deadlines
- Ability to use data to drive program goals, objectives and results.
- Ability to prepare budgets, financial reports and cost analysis.
- Ability to communicate effectively with the public, other departments in Shelby County and employees
