Job Description
Position Summary
This position works under the general supervision of an assigned Supervisor to be responsible for the collection of taxes by receipting, recording, and depositing tax payments for Shelby County and other municipalities, and interfaces with taxpayers and vendors daily.
Pay Grade: 46 Salary Commensurate with Experience and Education
Minimum Qualifications
- Four (4) years of experience in municipal tax or bank receipting/collections, financial or mortgage institution, which includes lockbox and/or electronic processing; AND
- High school diploma or possess a GED.
- PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
- Collects and processes property taxes, including payments received in the mail, over the internet, and counter transactions.
- Performs daily file transfer associated with the posting of payments, the distribution of payment information to external payees (i.e., mortgage companies and real estate services), the sending of image cash letters to the bank, electronic uploads from online banking providers, and the electronic payments received from the State of Tennessee
- Performs activities associated with the issuance of refunds via electronic workflow and routing software.
- Assists taxpayers, mortgage companies, county offices, and other entities on the phone or in person with tax-related problem resolution.
- Conducts daily deposit activities associated with electronic file transfers and payment activities.
- Maintains electronic records and reports to ensure data integrity and transfer accuracy.
- Assists in compiling departmental policies and procedures related to remittance collection activities.
- Conducts testing of new software releases related to payment activities.
- Interfaces with vendors to ensure optimum equipment and software functionality.
- Operates as a backup to Head Cashier, Remittance Supervisor, etc. as needed.
- Works a flexible schedule adjusted to accommodate workflow.
- Performs other related duties as required or directed.
KSAs
- Knowledge of general knowledge and use of computers.
- Knowledge of tax receipting/ collection, lockbox and/or electronic tax processing
- Knowledge of image capture processes, automated mail extraction equipment, batch processing, document scanners, and electronic file transfers associated with daily collection activities.
- Ability to use online research tools including vendor analytical reports, financial and other web portals as needed or required.
- Ability to navigate proprietary and customized software solutions including Debt Manager, STAR, RAS, RTL, Opex, IP Switch, PolicyServ, City of Memphis software and remote deposit products from various banks.
- Proficient knowledge of software packages including Microsoft Word, Excel, Power Point and (Knowledge of MS ACCESS and MS Dynamics helpful).
- Ability to research and update taxpayer records including transaction histories and refunds.
- Ability to convey tax information to the public with tact, understanding and courtesy.
- Ability to prioritize workflow and comply with internal controls to meet daily deadlines related to tax collections processes.
Special Requirements
- Must have reliable transportation.
- May be required to work at offsite locations during tax season.

Shelby County Resident Disclaimer
All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment. The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include Appointed positions with Sheriff’s Office, Division of Corrections or the Fire Department.
