Position Overview

The Construction Manager (CM) provides onsite construction management oversight for VA healthcare facility projects, specifically supporting the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades (Project 671A4-26-708) at the Kerrville VA Medical Center and its associated Community-Based Outpatient Clinics (CBOCs). Working under the Contractor’s Task Order Site Lead and in coordination with the Contracting Officer’s Representative (COR), the CM monitors the General Contractor’s work for compliance with project specifications, VA standards, codes, and Medical Center requirements through schedule and milestone monitoring, submittal and RFI management, constructability and phasing reviews, value engineering, field inspections, testing and commissioning oversight, change order and cost support, safety compliance monitoring, claims assistance, and project closeout. The CM applies sound professional judgment to evaluate technical documentation, identify deficiencies, and ensure compliance with applicable local, state, federal, and VA design standards, The Joint Commission (TJC), and OSHA requirements, while minimizing disruption to patient care, hospital operations, and ongoing medical services.

Mode:

  • This is a full-time, onsite position. Location for this position is: Kerrville VA Medical Center, 3600 Memorial Blvd., Kerrville, TX 78028
  • Employees are expected to report to the designated work location during scheduled work hours.
  • Any required travel is the employee's responsibility and is not compensated unless otherwise required by applicable law.
  • The company does not provide a company vehicle. Employees must use their own transportation when travel is required.

Key Responsibilities

The Construction Manager is expected to:

  • Provide onsite construction management oversight of EHRM infrastructure upgrade projects at the Kerrville VAMC main hospital and associated CBOCs, through pre-construction, construction, commissioning, and closeout under Design-Bid-Build and Design-Build contracts, with attention to patient safety, infection control, and continuity of healthcare operations.
  • When designated as the lead Construction Manager, coordinate all contract services at the facility and oversee all Contractor employees assigned to the facility’s EHRM projects.
  • Review planning, phasing, and constructability, and perform value engineering reviews to identify conflicts, operational impacts, and cost savings while maintaining VA standards.
  • Plan and facilitate pre-construction and progress meetings with the COR, General Contractor, A/E, and EHRM stakeholders, submit meeting records to the Contracting Officer and COR within two business days, and coordinate contractor badging, site access, and security documentation.
  • Monitor the General Contractor’s schedule, including critical path, milestones, and phasing, maintain daily diaries, and report slippages to the COR and Contracting Officer with recommended adjustments.
  • Manage submittals, RFIs, and change orders, track project fund allowances, obligations, payments, and balances, and support claims with cost estimates, Time Impact Analyses, and negotiations.
  • Perform field inspections, monitor contractor safety and independent testing (soils, concrete, steel, fireproofing, roofing, curtain walls/glazing, elevators), and document nonconforming work and corrective actions.
  • Coordinate commissioning and closeout, including testing, O&M manuals, training, punch lists, marked-up as-built sets, warranties, owner-supplied equipment and relocations, and final acceptance.

Reporting Relationships

  • Direct administrative report: Regional Manager.
  • Operational direction: Government Contracting Officer’s Representative.
  • Day-to-day supervision: Task Order Site Lead, who serves as the Contractor’s authorized point of contact with the COR and Contracting Officer for this Task Order.
  • No government employee supervises contract employees; no contract employee supervises government employees.
  • Contract employees identify themselves as contractors in all official communications, do not perform inherently governmental functions, and provide a breakdown of hours as required by the COR.

Required Qualifications

  • Eligibility Requirements: U.S. citizenship is required for this position under applicable federal contract requirements, and the ability to pass a VA security screening, including a favorable Tier 1 (Low Risk) background investigation and VA PIV badge.
  • Four-year degree in Architecture, Engineering, Construction Technology, or Construction Management AND a minimum of three (3) years of relevant construction management experience, OR ten (10) years of relevant construction management experience in lieu of the degree.
  • Healthcare construction experience, with advanced knowledge of construction materials, installation methods, and inspection of building systems.
  • Comprehensive knowledge of building codes, Joint Commission requirements, OSHA construction safety practices, and applicable standards, including NFPA, NEC, ICC, and VA design guides and Master Specifications (TIL).

Required Certifications and Training

  • VA Cyber Security Awareness Training (within 3 business days of award).
  • VA Privacy Awareness Training (within 3 business days of award).
  • Annual VA Privacy and Information Security Awareness and VA Information Security Rules of Behavior training, with signed acknowledgment.

Preferred Qualifications

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
