The Senior Manager, Consumer Compliance serves as TabaPay’s primary subject matter expert for consumer compliance and provides independent Second Line oversight of consumer compliance risk across the enterprise, with particular responsibility for TabaBank’s consumer banking products and activities.

Reporting to the Chief Compliance Officer, this role will help build, implement, and maintain the Consumer Compliance Program as a core component of the enterprise Compliance Management System (CMS). The role will provide regulatory guidance, oversight, monitoring, testing, and independent challenge to business and operational teams throughout the consumer product lifecycle.

The immediate focus will be supporting TabaBank’s consumer deposit products and ensuring the Consumer Compliance Program is fully operational prior to product launch. This is consistent with the commitment made to the Federal Reserve to establish a dedicated Consumer Compliance Officer and have the program operational before TabaBank’s first consumer deposit transaction.

What You’ll Do

Consumer Compliance Program & Regulatory Expertise

  • Serve as the primary subject matter expert for federal and state consumer protection requirements.
  • Maintain and continuously enhance the Consumer Compliance Program within the enterprise CMS.
  • Provide independent Second Line oversight and credible challenge of First Line consumer compliance activities.
  • Lead consumer compliance risk assessments and maintain regulatory applicability and requirements mapping.
  • Monitor regulatory developments and translate changes into actionable requirements for policies, procedures, controls, disclosures, training, and business processes.
  • Identify, escalate, and support remediation of material consumer compliance risks and issues.

TabaBank Consumer Compliance

Provide Second Line oversight of TabaBank’s consumer deposit products, with particular expertise in:

  • Regulation E and electronic funds transfers
  • Regulation CC and funds availability
  • Regulation DD / Truth in Savings
  • UDAAP
  • Regulation P / GLBA and consumer privacy
  • Deposit disclosures, fees, and servicing
  • Marketing and advertising
  • Error resolution and disputes
  • Complaint management
  • Dormancy and escheatment
  • Applicable state consumer protection requirements

The initial program is focused on deposit products rather than consumer lending, consistent with TabaBank’s current product strategy and regulatory commitments.

Product & Business Advisory

  • Partner with Product, Operations, Marketing, Technology, Legal, Risk, and other stakeholders to incorporate consumer compliance requirements into products and processes.
  • Review new products, material changes, fees, disclosures, marketing, customer communications, and servicing practices prior to implementation.
  • Assess UDAAP and potential consumer-harm risks throughout the product lifecycle.
  • Provide practical regulatory guidance that enables the business to meet compliance requirements while delivering a strong customer experience.

Monitoring, Testing & Consumer Protection

  • Develop and execute risk-based Second Line monitoring and testing across consumer products and regulatory requirements.
  • Provide compliance oversight of consumer complaints and analyze trends for systemic issues, UDAAP concerns, or potential consumer harm.
  • Oversee consumer compliance aspects of third-party and affiliate activities.
  • Document findings, identify root causes, escalate material issues, and provide independent challenge of remediation.
  • Assess whether corrective action or consumer restitution is appropriate when compliance issues are identified.

Governance & Regulatory Readiness

  • Develop and maintain consumer compliance policies, standards, guidance, and training.
  • Support regulatory examinations, audits, and independent compliance reviews.
  • Maintain clear, examination-ready evidence demonstrating the effectiveness of the Consumer Compliance Program.
  • Develop consumer compliance metrics and reporting and support the CCO in reporting material risks, monitoring results, complaint trends, regulatory developments, and remediation status to senior management and Board-level governance.

Qualifications

Required

  • 7+ years of consumer compliance experience in banking, fintech, payments, or regulated financial services.
  • Strong experience with consumer deposit compliance and bank Compliance Management Systems.
  • Deep working knowledge of Regulation E, Regulation CC, Regulation DD, UDAAP, Regulation P/GLBA, consumer privacy, complaint management, marketing/advertising, and deposit servicing requirements.
  • Experience with compliance risk assessments, monitoring and testing, regulatory change management, and issue remediation.
  • Experience advising Product, Operations, Marketing, and Technology teams on regulatory requirements.
  • Experience supporting bank regulatory examinations, audits, or independent compliance reviews.
  • Strong regulatory judgment with the ability to translate complex requirements into clear, practical guidance.
  • Strong written, analytical, communication, and stakeholder-management skills.

Preferred

  • Experience at a national bank, federally regulated bank, sponsor bank, fintech bank, or payments-focused financial institution.
  • Experience interacting with the OCC, Federal Reserve, FDIC, CFPB, or state banking regulators.
  • Experience building or enhancing a Consumer Compliance Program or CMS.
  • Experience with digital banking and third-party-enabled consumer deposit products.
  • CRCM or comparable consumer compliance certification.
  • Bachelor’s degree or equivalent professional experience.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
