The posting

Foundational Learning Collaborative (FLC)

Location: New Delhi Organisation: The Convergence Foundation (TCF)

Experience: 3-5 years

About The Convergence Foundation (TCF)

The Convergence Foundation (TCF) is an Indian philanthropic foundation dedicated to catalysing rapid and sustained economic growth to enhance the lives of all Indians. Established by Ashish and Manisha Dhawan in April 2021, TCF builds on their legacy of impactful philanthropy, including the founding of transformative institutions like Ashoka University and the Central Square Foundation.

Our mission is clear: to transform the lives of all Indians through rapid, sustained, and inclusive economic growth. To achieve this, we focus on seven key program areas that influence job creation, human capital development through education and skilling, and strengthening state capacity to deliver outcomes

In each area, TCF works on:

  • Building pioneering institutions to address India's most complex socio-economic challenges.
  • Shaping the larger ecosystem and sharing knowledge, insights and learning with other philanthropists, governments and key stakeholders
  • We believe that the government is the key actor for system change, and the role of philanthropy is to strategically support the government.
  • The TCF Network includes organisations, each committed to addressing specific areas of India's socio-economic development, from school education and governance to women's economic empowerment and export competitiveness.

In education, TCF anchors the Foundational Learning Collaborative (FLC) a national platform to advance Foundational Literacy and Numeracy (FLN). FLC works with government, philanthropy, and system-support organisations (SSOs) to help India halve its learning poverty by 2032, by expanding the reach and effectiveness of NIPUN Bharat.

Position Summary

We are seeking a Program Manager (PM) to support strategic workstreams within the Foundational Learning Collaborative (FLC). The PM will drive project management across multiple partners and initiatives, create high-quality content (policy notes, funder decks, research briefs), and support thought leadership and ecosystem engagement around Indias FLN agenda.

The role is ideal for a generalist with strong analytical and writing skills, comfort with ambiguity, and passion for education reform and system change.

Key Responsibilities

1. Lead Strategic Program Management

  • Develop actionable hypotheses and perspectives to inform FLCs strategy and policy recommendations. 3. Support Content Creation & Communication
  • Draft high-quality pitch decks, policy notes, reports, and external communication assets for diverse audiences including funders (CSR & global philanthropy), government stakeholders, and knowledge partners.
  • Contribute to salience-building efforts (op-eds, campaign narratives, event collateral). 4. Support Stakeholder & Partner Engagement
  • Support coordination with SSO partners, funders, and government officials to ensure alignment and execution on shared priorities.
  • Support preparation and follow-ups for meetings with high-level stakeholders (e.g., Ministry of Education, NITI Aayog, multilateral agencies
  • Manage donor engagement materials, reporting, and updates. Required Qualifications and Skills
  • Bachelors or Masters degree from a top-tier institution; background in public policy, education, economics, or management preferred.
  • 2- 4 years of experience in consulting, policy, development, or strategy roles.
  • Strong analytical and problem-solving ability with structured thinking
  • Excellent written and verbal communication; experience preparing reports and decks for CXO-level audiences.
  • Comfort with working in fast-paced, unstructured environments and managing multiple stakeholders.
  • Familiarity with Indias education ecosystem and policy landscape is a plus.

Desired Attributes

  • Entrepreneurial and self-starter mindset with high ownership.
  • Strong teamwork and interpersonal skills; ability to collaborate across seniority levels.
  • Curiosity and motivation to work on systemic, long-term change in education.
  • Deep alignment with TCFs mission to build public systems and institutions that drive inclusive growth.

Compensation

Competitive, commensurate with experience and aligned with Indian philanthropy sector benchmarks.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
