Marine & Energy Policy Senior Manager

Advert Close date: 29th October 2026

Purpose of Role: The Marine and Energy Policy Senior Manager shapes The Crown Estate’s position on the marine and energy policy environment, ensuring the Marine business can anticipate and respond to policy developments that affect its strategy, delivery priorities and long-term stewardship of the seabed.

The role provides strategic insight and advice on emerging policy risks, opportunities and changes, enabling senior leaders to make informed decisions and develop clear, evidence-led positions. Working across the Marine business and with group partners, the role helps ensure The Crown Estate takes a coherent approach to marine policy and is well positioned to influence the external policy environment in support of its strategic objectives and the sustainable use of marine space.

Main accountabilities:

  • Lead horizon scanning across the marine policy landscape, identifying emerging risks, opportunities and policy shifts and assessing their implications for The Crown Estate’s strategic objectives, delivery priorities and long-term stewardship of the seabed
  • Translate complex marine policy, regulatory and political developments into clear, timely advice for senior leaders, setting out implications, choices, risks and recommended courses of action to support informed decision-making
  • Develop and coordinate evidence-led policy positions on priority marine issues, ensuring they align with The Crown Estate’s strategy and reflect relevant operational, commercial, environmental and stakeholder considerations
  • Identify opportunities for The Crown Estate to partner, convene or influence, supporting better policy outcomes for the marine environment and the sustainable, coordinated use of marine space
  • Support the External Affairs and Policy team to shape targeted engagement and influencing approaches with government and other policy actors
  • Monitor and assess developments across the wider marine policy landscape, including marine planning, nature recovery, fisheries, ports, infrastructure, consenting, offshore energy and competing demands on the seabed, identifying implications for The Crown Estate
  • Equip senior leaders for effective government and stakeholder engagement through concise briefings, policy analysis, lines to take and other engagement materials
  • Embed policy insight across the Marine business, ensuring relevant developments are captured, shared and used to inform strategy, delivery plans, investment choices and risk management

Person Specification:

  • Strong knowledge of the UK marine policy landscape, including relevant government, devolved administrations, regulators, statutory bodies and the wider policy environment
  • Demonstrable experience of analysing complex policy, regulatory or political developments, identifying emerging risks and opportunities and translating these into clear, practical advice and recommendations for senior leaders
  • Experience of developing evidence-led policy positions on complex or contested issues, drawing together internal expertise, external insight and different strategic, operational, commercial, environmental and stakeholder considerations
  • Strong understanding of the wider marine policy environment, including areas such as marine planning, environmental policy, nature recovery, fisheries, ports, infrastructure, consenting and competing uses of the seabed
  • Experience of working with government and policy stakeholders, with an understanding of how trusted relationships, partnership and engagement can be used to understand priorities, shape thinking and support effective influence
  • Excellent written and verbal communication skills, with the ability to communicate complex issues clearly and produce concise, high-quality policy analysis, senior briefings and engagement materials
  • Strong judgement and political awareness, with the ability to work proactively and effectively in a fast-moving external environment

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
