About the Team The Northeast Asia (NEA) Public Policy & Government Affairs team works across government affairs, policy expertise, risk and crisis management, outreach, and partnerships. Our mission is to prevent, manage, and mitigate political, legislative, and regulatory threats to TikTok while promoting an environment that supports growth and innovation.
The Public Policy Manager for Korea is responsible for managing e-commerce-related regulatory and policy issues in Korea, engaging with Korean regulatory agencies, and providing strategic GR support to the business. This role reports to the Regional Head of Global Public Policy - NEA.
The ideal candidate is a highly flexible problem-solver with deep knowledge of Korean regulations, proven experience engaging with Korean regulatory bodies, and the ability to collaborate effectively with both the business team and the existing GR team. They must demonstrate the ability to work independently and with agility in a dynamic, fast-paced environment.
Key Responsibilities - Regulatory Agency Engagement: Serve as the primary GR point of contact for Korean regulatory agencies, including the SMEs, Consumer Protection, Personal Data Protection and other relevant authorities. Proactively manage regulatory inquiries, audits, and consultations. - Policy Support: Serve as a strategic GR partner to cross-functional teams on e-commerce-related policy and regulatory matters. Translate relevant regulatory requirements into practical guidance, identify emerging policy considerations, and help teams manage regulatory risks associated with commercial products, services, and initiatives. - Regulatory Interpretation & Analysis: Monitor, interpret, and assess Korean laws and regulations — including the E-Commerce Consumer Protection Act, the Act on the Protection of Personal Information (PIPA), the Framework Act on Consumers, and the Electronic Commerce Act. Provide clear, practical legal-regulatory interpretation to internal stakeholders. - Risk Anticipation & Crisis Management: Proactively identify emerging Korean regulatory trends and policy developments that may present risks. Develop and execute mitigation strategies in coordination with Legal, Public Policy, and Communications teams. - Cross-Functional Collaboration: Work seamlessly with the existing Korea GR team to ensure alignment on overarching policy positions and messaging. Partner closely with the business team, Legal, Trust & Safety, and Product teams to integrate GR considerations into business decision-making. - Stakeholder Representation: Represent TikTok in engagements with Korean government agencies, industry associations, and coalition meetings on policy matters of importance to the company. - Strategic Advisory: Build strategy and advise the company on emerging public policy matters in Korea, providing strategic guidance to internal teams to ensure the success of business objectives.
Minimum Qualification(s) - Regulatory Agency Experience: Significant professional experience engaging with Korean regulatory agencies (Korea Fair Trade Commission, Personal Information Protection Commission, Ministry of Trade, Industry & Resources, Ministry of SMEs & Startups, etc.), including handling regulatory inquiries, audits, and policy consultations. - Korean Regulatory Expertise: Deep understanding of Korean laws and regulations, including but not limited to the E-Commerce Consumer Protection Act, PIPA, and the Framework Act on Consumers. Ability to interpret complex regulatory language and translate it into business impact assessments. - Problem-Solving : Demonstrated ability to identify regulatory obstacles to business operations and develop practical, compliant solutions that enable business growth. - Cross-Functional Collaboration: Proven track record of working across multiple functions — GR, Legal, Business, Product, and Communications — to successfully align regulatory requirements with business objectives. Strong interpersonal and influencing skills. - Risk & Crisis Management: Outstanding judgment, advocacy skills, and the ability to operate effectively in a dynamic, fast-paced, and often uncertain regulatory environment. - Research & Analysis: Strong analytical abilities to assess complex regulatory situations, communicate their implications, and defend priorities for the public policy function. - Self-Drive & Discipline: Strong sense of responsibility, self-motivation, and the ability to work independently with minimal supervision. - Language: Excellent communication skills in Korean, and business level communication skill in English (written & verbal) as this role will require working with both external and internal stakeholders in both languages.
Preferred Qualification(s) - Experience supporting e-commerce businesses in navigating regulatory and policy considerations in Korea. - Existing network of contacts within Korean regulatory agencies, policy think tanks, and industry associations relevant to e-commerce and digital platforms. - Prior experience working in or with a global technology company's GR/public policy team in Korea. - Familiarity with data protection and privacy regulations relevant to e-commerce. - Experience managing GR aspects of consumer protection enforcement actions or regulatory audits in Korea.
