UCSF Labor and Employee Relations (LER) is seeking an experienced process improvement consultant to lead a comprehensive review and update of staff layoff units across UCSF Campus and UCSF Health. The existing layoff-unit structures were developed many years ago and no longer fully reflect the organization’s current structure following growth, reorganizations, changes in reporting relationships, expansion into new locations, and the addition of departments, clinical operations, and enterprise-wide functions.
This role will lead the assessment of the current state and develop evidence-based recommendations for a future-state layoff-unit structure. The consultant will work with organizational and workforce data, research organizational changes, identify gaps and inconsistencies in existing documentation and mappings, and consult with stakeholders across Campus and UCSF Health. The role requires the ability to take a complex problem with incomplete or outdated information, determine what information is needed, conduct the necessary analysis, and develop well-supported recommendations. LER will provide subject matter expertise regarding collective bargaining agreements, labor relations requirements, and the principles applicable to layoff units.
Key Responsibilities:
- Develop a project plan for the review, including phases, milestones, data requirements, dependencies, stakeholder engagement, and an estimated timeline.
- Assess and document the current state of staff layoff units across UCSF Campus and UCSF Health.
- Review existing layoff-unit structures and department-code mappings and identify departments, organizational units, locations, or functions that are obsolete, missing, reorganized, or otherwise no longer accurately represented.
- Research organizational changes since the existing layoff-unit structures were established and, where useful and feasible, analyze historical and current workforce data to understand changes in organizational size and structure.
- Work with large organizational and workforce datasets, including cleaning, reconciling, and analyzing data from multiple sources and identifying gaps or inconsistencies requiring further investigation.
- Develop an understanding of relationships among organizational structures, department codes, workforce populations, locations, and operational functions.
- Identify issues with the current structure and evaluate whether existing layoff units should be retained, modified, combined, divided, or otherwise restructured.
- Develop recommended future-state layoff units for Campus and UCSF Health based on organizational structure, workforce data, operational relationships, geography, historical information, and other relevant considerations.
- Document the criteria and analysis supporting recommendations, including competing considerations and the rationale for the recommended approach.
- Consult with control points, business units, HR partners, and other subject matter experts to validate information, understand operational considerations, and test proposed recommendations.
- Communicate findings and recommendations clearly, incorporate relevant stakeholder input, and explain the basis for recommended approaches when stakeholder perspectives differ.
- Develop final mappings between organizational/department codes and proposed layoff units.
- Coordinate with LER, People Analytics, IT, and other partners as needed to support employee rosters, data mapping, implementation, and an ongoing method for maintaining layoff-unit information.
- Support LER in preparing for implementation and required union notice or consultation. LER retains responsibility for collective bargaining agreement interpretation, labor strategy, bargaining decisions, and union engagement.

Required Qualifications
- Five (5) years of related experience, preferably in healthcare.
- Demonstrated experience leading complex process improvement, organizational analysis, business analysis, management consulting, or similar projects from initial assessment through recommendation and implementation.
- Strong critical-thinking and problem-solving skills, including the ability to independently investigate unfamiliar issues, identify relevant information, evaluate competing considerations, and develop evidence-based recommendations.
- Demonstrated ability to work effectively when information is incomplete, inconsistent, outdated, or distributed across multiple sources.
- Advanced Excel skills and demonstrated experience independently manipulating, cleaning, reconciling, and analyzing large datasets.
- Ability to assess raw data, determine which information is relevant to the problem being evaluated, identify data gaps and anomalies, and work with subject matter experts to resolve them.
- Ability to connect quantitative data with organizational and operational information and use both to support recommendations.
- Strong project management skills, including the ability to organize a complex body of work, establish milestones and dependencies, manage multiple workstreams, and drive work to completion.
- Strong research and fact-finding skills and the ability to learn unfamiliar organization and subject matter quickly.
- Strong written and verbal communication skills, including the ability to synthesize complex information and clearly explain findings, recommendations, and supporting rationale.
- Ability to work effectively with stakeholders who may have differing perspectives and to evaluate stakeholder input against consistent project criteria and available evidence.
- Ability to work independently while recognizing when issues require escalation, additional subject matter expertise, or leadership input.
- Highly skilled in facilitation, consulting, and relationship building, with the ability to coach, facilitate, and influence people at all levels.
- Strong consulting, relationship-building, and strategic-thinking skills, including the ability to consult with managers and groups at all levels.
- Advanced knowledge of the organizational development and effectiveness field, including theories and models used to assess, design, and implement customized strategic organization interventions.
- Ability to focus on priorities, strategies, and vision.
- Ability to persuade through both logic and appeal to positive motivations.
- Bachelor's degree in a related area and/or equivalent experience/training.
Preferred Qualifications
- Experience working within a large, complex, decentralized organization, particularly in higher education, health care, government, or another similarly complex environment.
- Prior experience with UCSF or the University of California system, or other demonstrated institutional knowledge relevant to the work.
- Experience analyzing organizational structures, workforce populations, organizational hierarchies, or HR data.
- Experience supporting organizational redesign, operating-model, workforce-planning, or similar projects.
- Experience working in a unionized environment.
- Advanced degree.
- Project Management Professional certification.
- Lean or Lean Six Sigma certification.
