Job Description

Le Gouvernement de la République Centrafricaine (RCA) a fait de la redynamisation et de la modernisation du système d’état civil une priorité nationale stratégique. Cette volonté s'est concrétisée par l’adoption, en novembre 2024, de la Politique Nationale de l’État Civil (PNEC 2024-2028).

Toutefois, la mise en œuvre opérationnelle de cette politique se heurte à des défis structurels majeurs, notamment :

  • L’absence d’une feuille de route opérationnelle claire permettant de traduire la vision politique en actions concrètes, prioritaires et bancables ;
  • La faible couverture territoriale et le maillage insuffisant des centres d’état civil principaux et secondaires ;
  • L’absence de cursus de formation spécialisés pour le personnel de l’état civil ;
  • Le manque critique de données fiables, systématiques et actualisées sur les faits d'état civil. C’est dans ce cadre que l’UNFPA, en partenariat avec la Direction Générale de la Décentralisation et de l’État Civil (DGDEC), projette de recruter des assistant(e)s de terrain (agents de collecte de données). Placé(e)s sous la coordination technique du Consultant National, ces agent(e)s auront pour mission de mener une collecte exhaustive auprès des structures et acteurs clés sur l'ensemble du périmètre d'intervention.
