Job Description:

The Capital Project Manager serves an integral function for Facilities Management & Capital Planning by overseeing and directing the design and construction of the university’s capital construction program. This role is responsible for managing capital project budgets, tracking the campus deferred maintenance backlog and assisting the Sr Director in the development of a 10-year Capital Improvement Plan. The Capital Project Manager supervises contractors and consultants to ensure that projects are efficiently managed from conception to completion using industry-standard project management methodologies and software tools.

This position will also act as a primary contact for all internal facilities project requests and will support the leadership in identifying and implementing strategies that allow for the effective allocation of space across departments. This position provides strategic guidance on space planning and allocation, utilizing data-driven analysis to optimize space utilization across campus and support institutional growth. The Capital Project Manager promotes the value of diversity, equity, and inclusion through diverse vendor engagement and inclusive design principles, while maintaining a strong commitment to safety, sustainability, and environmental consciousness in the workplace.

Responsibilities:

  • Engage stakeholders across campus on facilities and campus needs and then prioritize projects and develop estimates for evaluation that will be incorporated into a 5-year capital budget that is aligned with the campus master plan. Collaborate with leadership within the facilities management office to develop strategies to address deferred maintenance of systems in occupied buildings and incorporate it into a 5-year capital budget. Work with Sr Director of FM&CP to get USM approval for capital projects by managing the submission process and working effectively with USM and other State Agencies during the review process. Facilitate conflict resolution among diverse stakeholder groups and manage projects in occupied facilities with minimal disruption to academic operations.
  • Work closely with Sr Director of FM&CP to represent the University's interests in long-term Capital Investment Planning strategies. Ensure all proposed endeavors align with the campus master plan and sustainability goals. Create a comprehensive communication plan to ensure stakeholders are fully informed in all aspects of each project as it develops. Implement change management processes to support smooth transitions during construction and renovation projects.
  • Effectively manage capital projects to meet project scope, schedule and budget requirements using industry-standard project management methodologies and software tools. Supervise contractors and outside consultants to ensure projects are delivered consistent with campus design standards and sustainability goals. Assign projects to internal staff and outside resources as needed and manage overall workload to assure timely and successful completion of projects. Monitor project spending, conduct risk assessments, note any project risks and provide monthly updates with data-driven performance metrics to Sr Director. Ensure high customer satisfaction through proactive communication and quality project delivery.
  • Maintain campus design standards and update as necessary to establish effective and consistent design requirements for projects that meet objectives for building functionality, sustainability, accessibility, and efficiency of maintenance and operation of new and renovated facilities. Ensure integration of sustainable design principles, LEED standards, and energy efficiency requirements into all projects.
  • Ensure all projects comply with applicable building codes (IBC, NFPA), OSHA safety regulations, ADA accessibility requirements, environmental standards, and higher education-specific regulations. Implement quality assurance/quality control (QA/QC) processes and maintain comprehensive project documentation for regulatory compliance and institutional records. Coordinate with state and local building officials, fire marshals, and environmental agencies to ensure compliance and obtain necessary permits and approvals. Manage construction safety protocols and ensure contractor compliance with all safety requirements.
  • Maintain archive of the institution's building plans and project documents, and ensure that institutional information systems are updated annually for campus space and physical attributes. Engage stakeholders across campus on facilities, space allocation, and campus needs. Analyze space utilization data and provide strategic guidance on space planning to ensure efficient and effective allocation of space across all units. Deliver space planning reports annually per USM and State guidelines. Utilize document management systems to maintain organized project records and facilitate collaboration among project teams.
  • Serve as essential personnel for emergency project response capabilities. Support disaster recovery planning and facility modifications required for business continuity. Coordinate rapid response to facility emergencies that impact campus operations.

Minimum Qualifications:

  • Education: Bachelor’s degree in Architecture, Engineering (Electrical or Mechanical), Urban Planning, or related field.
  • Experience: 5 years of experience directly managing projects of assorted complexity, with significant professional experience in the design or construction field.

Preferred Qualifications:

  • Education: Master's degree in Architecture, Engineering (Electrical or Mechanical), Construction Management, or related field. LEED AP (Accredited Professional) certification or equivalent sustainability credential. Project Management Professional (PMP) certification. Certified Construction Manager (CCM) designation
  • Experience: Professional Engineer (PE) or Registered Architect (RA) license. Proficiency in the use of AutoCAD, Revit, and Building Information Modeling (BIM) software. Experience working at a higher education institution. Experience managing projects in occupied higher education facilities with minimal disruption to operations. Demonstrated experience with MWBE (Minority and Women-owned Business Enterprise) vendor engagement and diverse contractor partnerships. Experience with emergency response and business continuity planning in institutional settings

Required Knowledge, Skills and Abilities:

• Extensive knowledge of planning and architectural principles and best practices as they relate to strategic campus planning, master planning/development, and capital planning • Proficiency in project management software (Procore, Primavera P6, MS Project, or equivalent)

• Knowledge of sustainable design principles and LEED standards

• Understanding of OSHA safety regulations, building codes (IBC, NFPA), ADA compliance requirements, and environmental regulations

• Knowledge of higher education operational requirements and academic calendar constraints

• Knowledge of space planning principles, space utilization analysis, and institutional space management practices in higher education settings

• Effective communicator with excellent written and oral communication skills

• Skill in stakeholder engagement, change management, and conflict resolution among diverse groups

• Skill in prioritizing ongoing and new projects, as well as facilitating the timely completion of construction phases

• Skill in risk identification, assessment, and mitigation planning

• Computer skills in relevant design and office applications

• Proficiency in construction document management systems (Bluebeam, SharePoint, or similar)

• Skill in coordinating design concepts with other engineering disciplines

• Skill in continuously seeking to improve the quality of services and processes

• Skill in liaising with external agencies, campuses, regulatory bodies, or other high-level contacts

• Skill in data analysis, performance metrics reporting, and dashboard creation

• Ability to address multiple tasks and contingencies

• Ability to manage multiple concurrent projects in occupied facilities with minimal disruption to operations

• Ability to manage projects with budgets up to several million dollars

• Ability to make design modifications when reviewing proposals and plans within an area of technical expertise

• Ability to evaluate alternative designs and associated costs

• Demonstrated ability to effectively communicate and negotiate with a broad range of internal and external individuals or agency representatives

• Strong customer service orientation with focus on client satisfaction
