Job Description:

The Program Manager will manage the academic activities for the University of Baltimore’s Second Chance College Program. The role involves managing on-site and on-campus operations and serving as a key point of contact for prison leadership. Additionally, the incumbent will be responsible for addressing issues that arise with regard to the academic experience for program students from academic formulation to matriculation and student progression. This position will engage with college students at the prison, justice-impacted students on campus, correctional staff, university faculty, program staff, UBalt administrative staff, and other stakeholders to effectively deliver a high-quality college program as part of the University of Baltimore’s Second Chance College Program. The Program Manager will work both on campus and on-site at JCI to implement academic programming, including involvement with admissions, financial aid, enrollment, and academic advising for program students. Working collaboratively with various university departments, including the Center for Justice Impacted Students and its reentry services, will be a key responsibility and an essential component of operating the program. The Program Manager through the Second Change College Program and the Center for Justice Impacted Students will oversee the support of students throughout their academic journey, from enrollment through graduation, both inside the facility and on campus. Additionally, key responsibilities will include supervising program support staff, student workers, interns, and volunteers.

Since the role requires both working on campus and at Jessup Correctional Institution, a criminal background check is required as a condition of employment.

Responsibilities:

  • Maintain professional and positive relationships with prison administration to ensure the delivery of UBalt academic programming. Ensure that all services provided at JCI are within the guidelines of the program MOU and Department of Public Safety and Correctional Services policies.
  • Provide guidance to students in program, including financial standing of active on-campus students. Interpret and explain academic policies to students and faculty, including but not limited to withdrawing, plagiarism standards, grievance procedures, and other issues outlined in the academic catalog.
  • Assist in the coordination of the grant identification, application, compliance and management in support of the program initiatives. Contribute to the archival component surrounding the program, changing industry policies, support for the program, center, and students.
  • Maintain databases of program outputs and outcomes. Assist in the management of course selection and class scheduling activities each semester. Work across colleges/programs at UBalt to ensure the number and type of courses offered each semester allow for students' progression along the degree program.
  • Recruit, train, supervise, and support all on-site staff, such as student assistants, support staff, volunteers, and instructors.
  • Work as liaison between JCI students and UBalt offices in regard to admissions, enrollment, financial aid, student advising, and student support services.

Minimum Qualifications:

  • Master's Degree in a related field
  • Two years of progressively responsible professional experience working in higher education administration, with some supervisory experience.

Preferred Qualifications:

  • PhD in higher education or other related field
  • Experience working within college departments such as: student advising, admissions, financial aid, registration
  • Experience working inside correctional facilities, or with similar government agencies
  • Experience working directly with at-risk student populations

Required Knowledge, Skills and Abilities

This position requires the following skills and abilities:

  • Knowledge of higher education administration, university policies, and academic advising.
  • Ability to manage complex projects.
  • Ability to interact effectively with key groups and individuals to achieve outcomes.
  • Ability to project a professional and positive image of the College and University.
  • Critical thinking skills required to solve challenges presented by delivering education in a secure setting.
  • Ability to think creatively to solve problems and develop alternative solutions when policies of the campus do not apply to prison setting.
  • Strong research skills required to help identify best-practices of delivering higher education inside prisons.
  • The ability to lift and carry up to 50 pounds.
  • The ability to obtain and maintain clearance at the prison will also be a necessary condition of employment.

Incumbent will work on campus, at JCI, and offsite to meet with various stakeholders on a regular basis, so reliable access to transportation is required.

This position is based at UBalt’s campus, but includes weekly on-site coordination at the prison in Jessup, MD. Work hours at the prison may occur up to 2-3 times during the week between the hours of 3PM and 8PM.
