BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The Pacific Island Countries and Territories (PICTs) are among the most hazard-prone in the world, with eight out of the 20 nations experiencing the highest average disaster losses in the world being in the Pacific. Analysis indicates that progress towards achieving Sustainable Development Goals (SDGs) by 2030 in PICTs has been limited. This is in part driven by growing inequality, gender inequity and public services that are insufficient to address poverty, improve education or health outcomes; against the backdrop of the climate crisis, food insecurity and geopolitical pressures.
The Pacific region is highly exposed to natural hazards and climate-related shocks, compounded by geographic isolation and fragile food systems. These constraints significantly affect response timeliness, supply chain continuity, and food access, particularly for remote and vulnerable island communities.
In this context, WFP Pacific Multi-Country Office (PMCO) programmes focus on strengthening shock-responsive systems, evidence-based decision-making and government-led preparedness and response capacities across multiple countries. High-quality Monitoring and Evaluation (M&E) systems are therefore critical to generate timely and credible evidence on programme performance, inform adaptive programming in rapidly evolving contexts and support government counterparts in building sustainable data and monitoring systems.
The M&E Officer will provide technical and operational support to strengthen results-based monitoring, data systems and performance reporting across PMCO operations, with a strong emphasis on multi-country coordination, capacity strengthening and integration of cross-cutting priorities (gender, disability inclusion, and climate resilience).
ACCOUNTABILITIES / RESPONSIBILITIES
Under the overall guidance of the Head of Programme/DCD the M&E Officer will support the design, implementation, and quality assurance of M&E systems across PMCO operations:
M&E Planning, Systems and Tools Strengthening
· Lead the development and coordination of the M&E workplan, ensuring alignment across programme units (RAM, Programme (AA/DRF/ SBT), Supply Chain, ETC) and donor requirements.
· Maintain and update M&E processes, tools and guidance, including monitoring checklists, SOPs, and data collection protocols, in consultation with relevant units and the line manager.
· Ensure M&E systems are adapted to the Pacific multi-country context.
Quality Assurance, and Monitoring
· Maintain and continuously update M&E databases and support the development of user-friendly data management and visualization tools.
· Oversee and support the integration of output, outcome, gender and protection indicators into WFP corporate systems (e.g. COMET) and internal tracking tools.
· Review and analyse M&E data, including Key Performance Indicators (KPIs), and contribute to mid-year and annual performance reviews.
· Ensure that reporting demonstrates clear linkages between outputs, outcomes and system-level results, including resilience and shock preparedness.
Capacity Strengthening and Coordination
· Engage with internal units and external partners on M&E systems, methodologies, data collection approaches and quality standards. Support government counterparts in strengthening national monitoring systems, when required.
· Design and deliver training and refresher sessions for WFP staff and partners on monitoring tools, data quality, reporting requirements and system use (e.g. checklists, surveys, capacity strengthening metrics).
· Support the design, strengthening, and implementation of Complaints and Feedback Mechanisms (CFM) across PMCO operations.
· Ensure that feedback data is systematically analysed and used to improve programme quality, targeting, and accountability.
Learning, Knowledge Management, and Cross-Cutting Themes
· Support organizational learning and good practices emerging from monitoring and evaluation activities.
· Provide recommendations on how M&E findings can inform programme design, policy dialogue, and resource mobilization.
· Ensure integration of gender equality, protection, disability inclusion, and environmental considerations across M&E systems and reporting.
· Perform any other M&E-related duties as required.
KEY DELIVERABLES
· PMCO M&E plan
