Job Description

WGL - Manager, Energy Efficiency Strategy, Evaluation, & Delivery

Washington Gas is looking for an experienced Energy Efficiency professional to lead energy efficiency portfolio delivery within assigned jurisdictions and manage the Company's enterprise EM&V function.

You Will:

  • Responsible for the operational success, optimization, and regulatory compliance of energy efficiency portfolios within assigned jurisdictions. Ensures programs operate toward approved or mandated performance targets.
  • Manages portfolio-level incentive and programmatic budgets. Ensures expenses stay within approved parameters and meet regulatory cost-effectiveness requirements.
  • Holds implementation vendors and contractors accountable to contractual obligations and performance standards. Directs corrective action when performance falls short.
  • Oversees customer-facing program elements, including outreach, trade ally and contractor networks, and customer experience. Leads program transitions, wind-downs, and closeouts while maintaining service continuity and compliance.
  • Manages the enterprise EM&V function. Maintains evaluation processes, calendars, and vendor oversight across jurisdictions, integrating industry best practices within priorities set with the Director and planning leadership.
  • Ensures evaluation findings lead to corrective action and program improvement. Partners with planning leadership so evaluated results inform future program plans, forecasts, and assumptions.
  • Serves in a first-line leadership role supervising a team of program managers. Responsible for hiring, coaching, workflow, performance management, and professional development, and delegates ownership deliberately to build team capability.
  • Serves as a member of the Energy Efficiency leadership team. Contributes to decisions on portfolio direction, growth priorities, resource allocation, and program investment across all jurisdictions, and adapts team plans and priorities to deliver on them.
  • Contributes to policy, legislative, and regulatory strategy affecting energy efficiency. Provides implementation feasibility, program evidence, and customer impact analysis to inform Company positions.
  • Supports the Company in regulatory proceedings, working groups, and stakeholder forums. Prepares filings, data responses, and hearing materials, and may serve as a witness on program matters.
  • Defines requirements and scopes of work for implementation and evaluation services, and partners with Supply Chain and Legal on sourcing and contract administration.
  • Maintains strong interdepartmental relationships with Regulatory Affairs, Legal, Public Policy, Marketing, Customer Experience, and Finance.
  • As assigned, applies subject matter expertise and operational support to enterprise energy initiatives beyond the regulated portfolio.

You Have:

  • Bachelor's degree in Engineering, Business, Economics, Environmental/Energy Policy, Building Science, or a related field. Masters degree is preferred.
  • 5+ years of progressively responsible experience in energy efficiency, demand-side management, utility programs, or a related field. An equivalent combination of education and experience will be considered.
  • 2+ years of supervisory, management, or equivalent leadership experience, such as leading projects, cross-functional initiatives, or vendor teams.
  • Demonstrated experience managing vendors, contractors, partners, and program budgets, including scoping, performance oversight, and corrective action.
  • In-depth knowledge of EM&V concepts, such as savings verification, realization rates, and process evaluation, and the ability to translate technical findings into practical program improvements.
  • Working knowledge of utility regulatory processes and energy efficiency legislation. Experience supporting filings, proceedings, or stakeholder processes.
  • Demonstrated ability to guide, influence, and persuade others internally and externally, including regulators and stakeholders, and to communicate complex information clearly, both verbally and in writing.
  • Exemplifies accountability for team and portfolio outcomes, including setting clear expectations, creating ownership in others, addressing performance issues directly, and making timely decisions with incomplete information.
  • Ability and willingness to put collective organizational success ahead of any single jurisdiction or function, including when one's own portfolio is affected, weighing competing priorities objectively and collaborating effectively across teams, utilities, departments, and external partners.
  • Demonstrated ability to translate operational, customer, and evaluation insight into practical recommendations and plan adjustments, challenge assumptions constructively, and lead a team through change and ambiguity.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
