BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Air/Hazmat/EPCRA/TSCA Lead forBB&E’s work located at Glenn Research Center (GRC), across both Lewis Field (LF) and the Neil Armstrong Test Facility (GRC-ATF)
Job Duties & Responsibilities
- Oversee the entire air quality program to ensure it operates in accordance with all compliance goals
- Prepare all correspondence and permit applications updates, and waivers in accordance with Federal and state, and/or local regulations
- Maintain and update emission inventory data and sources
- Coordinate with site personnel and testing Contractors to complete stack testing in accordance with regulatory requirements and protocols; review documents for accuracy and regulatory compliance
- Inspect, monitor, and assess sources of air emissions and air pollution control equipment for compliance with Federal, state, and/or local regulations or environmental permit conditions and operational constraints.
- Prepare training materials and conduct training in support of the Center’s environmental compliance program
- Provide air permits and air permit-specific training to operators with each permit renewal or issuance.
- Verify SOPs associated with GRC air pollution sources are adequate and, in cases where deficiencies are noted such as changes made to air pollution sources or where applicable regulations change that will impact air pollution sources,
- Support compliance with all relevant federal, state, and local air quality regulations concerning Reciprocating Internal Combustion Engines (RICE), with particular attention to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Stationary Reciprocating Internal Combustion Engines.
- Support regulatory compliance inspections, including third party inspections where applicable
- Support internal audit requirements
- Prepare, update, document, and provide in-house awareness training
- Manage chemical re-use process and chemical re-use center located within the LF and ATF regulated waste central accumulation facilities
- Review all Authorization Requests in Hazardous Material Management System (HMMS) for hazardous or potentially hazardous materials along with the associated Safety Data Sheet to ensure compliance with applicable environmental requirements, including, but not limited to, air emissions, TSCA-regulated chemical uses, and hazardous waste disposal requirements.

Requirements
Key Qualifications
- U.S. Citizenship is required
- Ability to successfully pass a federal agency background check is required.
- Knowledge:
- Experience preparing hazardous waste turn-in, shipping, and tracking documents.
- Prior hazardous waste lab pack disposal experience.
- Practical knowledge of HW management, a solid understanding of hazardous material identification and management.
- Familiarity with sources of information pertaining to chemical and radiological hazards.
- The ability to safely move and load heavy drums and containers containing harmful products.
- Handling, processing, packaging, and tracking hazardous waste for shipment, treatment, and disposal.
- Familiarity with hazardous waste regulations and procedures.
- OSHA and State and Federal Hazardous Waste regulations.
- Problem-solving skills to identify and address any issues that may arise during the waste management process, minimizing risks and preventing accidents.
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required.
- Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.
Experience & Education
- Experience: A minimum of 4 years’ related experience is required.
- Certification and Training: 24-hour HAZWOPER training is required;
- Education: A Bachelor of Science degree or higher in an engineering or science discipline

Benefits
- Competitive compensation packages - $95,000 - 112,000 annually. This range represents good-faith compensation for the position at the time of posting. Individual compensation is determined based on several factors, including job responsibilities, relevant experience, education, certifications, technical skills, security clearance status, geographic location, market conditions, internal equity, and contract-specific requirements.
