Environmental Site Lead and Hazardous Waste Manager
BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Environmental Site Lead and Hazardous Waste Manager to provide on-site support for the planning, coordination, technical direction, and surveillance of the program team located at NASA Glenn in Cleveland, Ohio, with a secondary facility in Sandusky, Ohio. This role will also provide overall coordination and implementation of a comprehensive hazardous waste program including regulated and hazardous waste management for waste streams including hazardous waste, other regulated waste, used tires, and TSCA waste generated including waste construction and demolition in accordance with 40 Code of Federal Regulations (CFR) Parts 61, 260 through 279, and 761.

Job Duties & Responsibilities
- Ensure environmental technical expertise and support services are obtained, directed, and managed successfully to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for the Environmental Compliance program at NASA Glenn Research Center. The on-site program manager must have at least 5 years’ Environmental Site Lead Experience, including indirect services procurement (i.e. management of subcontracts); be a subject matter expert in waste management; and have multi-media environmental experience with federal and state regulatory compliance and in risk assessments.
- Manage all project elements including NESS staff, internal project teams, multiple subcontractors, vendors, and relationships with NASA and regulatory personnel in accordance with PWS requirements and BB&E standard operating procedures.
- Organize and execute project work including the appropriate delegation.
- Lead project teams in a focused collaborative effort through successful execution of project requirements. Demonstrate subject matter expert skill sets to support private and government sectors.
- Lead, mentor, and train junior staff, provide direction, vision, and strategy for the company and the project.
- Provide overall management and administrative functions to ensure that the team are available, and resources allocated and that the PWS tasks and deliverables meet performance requirements. The Team Lead shall ensure that all labor, services, and materials necessary for program management, business management and associated services to meet the PWS are successfully delivered.
- Process the payments of Permits/Fees related to the work on this contract.
- Utilize NASA furnished databases or other NASA-authorized software.
- Notify, document, and obtain concurrence of the Contracting Officer’s Representative (COR) and approval of the Contracting Officer (CO) for all deviations, waivers and non-compliance to the requirements specified in this PWS.
- Maintain a comprehensive Safety and Health Plan.
- Complete and deliver a monthly technical report covering all CLINs on the contract no later than five business days after the end of the month.
- Track and report all workplace-related injuries, property damage, and near misses. Aggregate for all contract personnel and submit a Contractor Monthly Accident Report
- Deliver requirements associated with 40 CFR Parts 260 – 279 including but not limited to Hazardous Waste Management System, Standards Applicable to Waste Generators, Transporters, and Treatment, Storage, and Disposal Facilities, Land Disposal Restrictions, Universal Waste Management, Polychlorinated Biphenyls (PCBs), and Used Oil Management.
- Have experience with Ohio Administrative Code (OAC) 3745- Ohio Environmental Protection Agency regulations and 29 Code of Federal Regulations (CFR), Part 1910 OSHA Regulations
- Proven ability to remotely manage waste management activities at multiple, widely varied (e.g. construction, research, maintenance, excess) and geographically separate sites (e.g. separate buildings, separate work locations at separate physical locations of GRC (LF and ATF).
- Managing “self-lab pack” operations, waste profile approvals and coordinating off site waste shipments with multiple generators.
- Experience evaluating real and personal property identifying environmental liability and potential materials of concern including but not limited to; ITAR, Asbestos, mercury, lead. Experience with material reclamation and precious metals recovery regulations and experience implementing hazardous materials and waste information systems in vastly different work environments

Benefits
- Competitive compensation packages - $120,000-$132,000 annually. This range represents good-faith compensation for the position at the time of posting. Individual compensation is determined based on several factors, including job responsibilities, relevant experience, education, certifications, technical skills, security clearance status, geographic location, market conditions, internal equity, and contract-specific requirements.
