POSITION SUMMARY
The Millington Airport Authority is seeking a highly responsible, hands-on aviation professional to serve as Manager of FBO & Aviation Services at the Millington–Memphis Airport.
This position provides management and operational oversight of the Airport's Fixed Base Operator (FBO) and aviation service functions, including aircraft fueling, fuel inventory and quality control, customer service, financial controls and reconciliation, personnel supervision, regulatory compliance, training, equipment, and day-to-day FBO operations.
The successful candidate must be comfortable working in both an operational and administrative environment. This is a working management position requiring strong attention to detail, accountability, leadership, customer service, and the ability to ensure that established procedures are consistently followed and documented.
Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES
FBO & Aviation Operations
Manage the daily operation of the Airport's FBO and aviation service activities.
Provide professional customer service to based and transient aircraft operators, military and government customers, corporate aviation customers, tenants, flight crews, and the general public.
Coordinate aircraft fueling, parking, ground handling, ramp activities, aircraft services, and other FBO functions.
Maintain appropriate staffing and operational coverage based on airport activity and customer requirements.
Respond to operational issues, customer concerns, irregular operations, and after-hours needs when required.
Fuel Operations & Quality Control
Provide management oversight of Jet A and 100LL fuel operations, including receiving, storage, dispensing, inventory, testing, reconciliation, and documentation.
Ensure compliance with applicable Airport procedures, FAA requirements, industry fuel-quality standards, fuel supplier requirements, government fuel contracts, and other applicable standards.
Maintain and verify required fuel quality-control inspections, certifications, records and training documentation.
Ensure fuel personnel are properly trained, qualified, and current for the duties they perform.
Investigate and resolve discrepancies involving fuel inventory, meter readings, deliveries, dispensing records, transactions, and billing.
Immediately report significant fuel-quality, inventory, safety, financial, or compliance discrepancies to the Executive Director.
Financial Controls & Accountability
Provide management-level oversight of FBO transactions and financial activity.
Review and verify daily fuel and service transactions for accuracy and completeness.
Ensure that fuel dispensed, meter readings, inventory changes, invoices, payments, credits, and electronic transaction records are appropriately reconciled.
Review outstanding customer accounts and coordinate timely follow-up and collection efforts in accordance with Airport procedures.
Identify unusual transactions, unresolved balances, reconciliation differences, or other financial discrepancies and ensure they are investigated and appropriately documented.
Assist with fuel pricing, purchasing, inventory management, budgeting, revenue analysis, and operational reporting.
The Manager remains responsible for management-level review and verification of assigned FBO functions even when individual tasks are delegated to other employees.
Personnel Management & Training
Supervise assigned FBO, fueling, and aviation service personnel.
Participate in hiring, scheduling, training, evaluation, coaching, and disciplinary processes.
Establish clear expectations for employees and verify that assigned duties are completed properly.
Maintain employee training and qualification records applicable to fueling, ramp operations, safety, customer service, and other assigned duties.
Promote a professional workplace emphasizing safety, accountability, teamwork, customer service, and continuous improvement.
Safety & Regulatory Compliance
Ensure FBO activities are conducted in accordance with applicable FAA requirements, Airport Certification Manual requirements, Airport policies and procedures, fire and safety requirements, and established aviation industry practices.
Support the Airport's compliance with 14 CFR Part 139, particularly requirements applicable to fueling operations, personnel training, inspection, documentation, and safe operation of the airfield.
Participate in FAA inspections, internal inspections, audits, safety reviews, and corrective-action activities involving FBO operations.
Ensure deficiencies identified through inspections, audits, reconciliations, or management reviews are promptly communicated and corrected.
Coordinate with Airport Operations, ARFF, Air Traffic Control, tenants, contractors, and other Airport departments as necessary.
Records & Documentation
The Manager is responsible for ensuring that required FBO records are accurate, complete, current, organized, and readily available for management review, audit, or regulatory inspection.
Records may include fuel inventory and reconciliation records, quality-control inspections, fuel receipts and deliveries, transaction documentation, training records, equipment inspections, customer accounts, government fueling documentation, and other operational records.
Electronic systems may be used to perform and document these functions; however, use of an electronic system does not replace the Manager's responsibility to verify the accuracy and completeness of the underlying information.
MINIMUM QUALIFICATIONS
Applicants should possess a combination of education, training, and experience demonstrating the ability to successfully perform the responsibilities of the position.
Preferred qualifications include:
- Experience in airport, FBO, aviation fueling, military aviation, corporate aviation, ground handling, or a related operational environment.
- Previous supervisory or management experience.
- Experience with aviation fuel inventory, reconciliation, quality control, or fuel management systems.
- Familiarity with FAA Part 139 requirements and aviation fueling standards.
- Experience with financial reconciliation, accounts receivable, inventory control, or similar business-management responsibilities.
- Strong computer skills and ability to learn airport and FBO management software.
- Strong written and verbal communication skills.
- Ability to maintain accurate records and effectively manage multiple operational priorities.
A combination of relevant education and experience may be considered.
LICENSES, CERTIFICATIONS & SPECIAL REQUIREMENTS
Must possess and maintain a valid driver's license.
Must be capable of obtaining and maintaining required Airport driving and security privileges.
Must successfully complete required aviation fuel safety, quality-control, and supervisory training within the first six months of employment.
Must be capable of obtaining applicable fuel administrator, fuel quality-control, or other certifications required by the Airport, its fuel suppliers, government contracts, or regulatory requirements.
Must be available for occasional nights, weekends, holidays, emergencies, and irregular operations as required.
ADDITIONAL REQUIREMENTS
A six-month probationary period applies to this position.
May be required to be on call including weekends and holidays for special events, weather/snow events and emergencies.
Must pass a background check, driver’s license check and a drug screen.
Will work in a non-smoking environment.
PHYSICAL & WORKING CONDITIONS
The position involves work in both office and active airport environments. Duties may require walking and standing for extended periods, working outdoors in varying weather conditions, operating around aircraft and aviation equipment, and responding to operational situations throughout the Airport.
The employee must be capable of safely performing the essential functions of the position with or without reasonable accommodation.
MANAGEMENT EXPECTATIONS
The Manager of FBO & Aviation Services is expected to take ownership of the operation.
Successful performance requires more than completion of individual tasks. The Manager is expected to establish effective controls, verify that required work has been completed, identify discrepancies, communicate problems promptly, maintain appropriate documentation, and ensure that employees under the Manager's supervision are properly trained and perform their assigned responsibilities.
The position requires a manager who can balance aviation safety, regulatory compliance, financial accountability, operational efficiency, employee leadership, and excellent customer service.
