About the role
Nutrition International is supporting the Ministry of Health in Chad to implement Child Survival programming including to maintain coverage and ensure that all eligible children receive two doses of vitamin A supplementation (VAS) every six months and to preposition zinc & low-osmolarity oral rehydration salts (LO-ORS) to treat childhood diarrhea in line with WHO -recommended treatment protocols.
To ensure the supported rounds are successful, and program data is available for decision-making, Nutrition International will conduct regular post-event coverage survey (PECS) after campaigns. Doing so will ensure review data is available quickly post-event to allow course corrections in time for the next round of the vitamin A supplementation implementation. The program will also produce data and guidance that is needed to curb child deaths and maximize every dollar invested.
Nutrition International will scale up its technical assistance and advisory services to reinforce government capability and programming. Nutrition International will ensure campaigns are designed and delivered effectively and with attention paid to gender equity. This includes the application of best practices and the adaptation of global guidance to the country’s context.
The Project Director is the lead focal person for Nutrition International’s programming in Chad. The job holder will be responsible for external relationships and accountable for program delivery in Chad, in line with NI’s vision, mission and values and the VAS program design. The Job holder will also provide high-level representation of Nutrition International and oversee support to the Government at national and sub-national levels.
The Project Director will provide overall leadership of the Nutrition International Country Team and Child Survival programming in Chad, will lead the management of relations with the Government of Chad and with other key local stakeholders and oversee the work of a country team in developing, managing, monitoring and reporting on Nutrition International Child Survival programming in Chad. The Project Director will be accountable for programmatic and financial delivery and reporting against Nutrition International requirements and will also manage Nutrition International’s country operations including ongoing compliance with legal and financial regulations in the country.
Key Responsibilities:
1. External Relations and Representation
- Lead Nutrition International’s representation in Chad, building strong relationships with national and sub-national government, donors, UN agencies, NGOs, the private sector, academia and communities.
- Position Nutrition International as a key actor in nutrition and public health, including through national task forces, alliances and conferences.
- Engage in advocacy, directly and with partners, to influence government policy and partner investment in nutrition.
- Harmonise Nutrition International’s work with other partners and actively support government leadership and ownership.
- Identify opportunities to leverage and mobilise additional resources to expand Nutrition International’s work in Chad.
2. Programme Management and Delivery
- Be accountable for achieving agreed results, programme quality and disbursement targets within agreed timelines.
- Manage the performance of partners and sub-contractors against agreements, negotiating corrective action where needed and assessing value for money.
- Monitor progress against workplans and performance frameworks, account for variances and prepare reports for donors and stakeholders.
- Convene and participate in programme review and steering meetings with government and partners and negotiate adjustments to plans and budgets.
- Ensure vitamin A programming mainstreams gender equality in line with Nutrition International’s global strategy, including Sex and Gender Based Analysis.
3. Financial Management
- Working with the administrative support partner, ensure country resources are managed in line with Nutrition International policies and within approved budgets.
- Guide the team in costing, budgeting, expenditure forecasting, variance analysis and value-for-money reporting for donor purposes.
4. Team Leadership and Country Operations
- Lead and develop the country team of three Senior Programme Officers and a Project Officer.
- Manage country operations, including ongoing compliance with legal and financial regulations in Chad.
- Keep Nutrition International staff informed of progress and ensure contributions are recognised.
5. Focal Point for Nutrition International Child Survival programming in Chad
- Be the primary focal point and lead for Nutrition International Child Survival programming in the country.
- Build strong relationships with and engage regularly with senior government officials to ensure programming gaps. and needs are clearly articulated and coordinated with other partner support.
- Ensure visibility of Nutrition International’s support to national and sub-national authorities.
Requirements
Education/Professional Designations/Experience:
- Master’s degree from a recognized university in management, international development, public health, nutrition or related area;
- Additional post graduate certification in project or general management is desirable.
- Certificate in research and/or monitoring and evaluation an added advantage.
- At least 10 years of experience in the management of programs in public health, nutrition, international development or a related field;
- Significant experience managing complex budgets and diverse teams in progressively more senior leadership roles;
- At least 5 years’ experience in networking at a high level with international partners and country government, desirable;
- At least 5 years’ experience of working in Chad; regional and/or global experience highly desirable;
- Previous experience as a Country Manager or Director or equivalent role in scope and responsibility for an international organization/NGO highly desirable.
Languages Skills
- Fluent in English and French required.
- Fluency in local Chad languages would be an asset.
